1.2 Three officials from Barbados are nominated to attend and hence the resources of this CT/INTRA will finance their trip. Participation of Barbados in this event is timely. In 2004, a Country Procurement and Assessment Report (CPAR) was prepared for Barbados. This CPAR was undertaken as a specific requirement by CARICOM for each of its member states, in order to harmonize government procurement systems within the community and by so doing, facilitate more effective participation in external trade negotiations. Preparation of the CPAR was undertaken in collaboration with other multilateral organizations, including the Inter American Development Bank (IDB). Subsequently, based on the recommendations of the CPAR, the Government of Barbados requested support from the Bank to reform its procurement system and bring it in line with internationally developed standards. Among the modifications envisaged are the development of a legislative framework, computerization of the procurement processes, institutional strengthening of implementing departments and maintenance of procurement statistics.
