WASHINGTON - The Board of Executive Directors of the Inter-American Development Bank (IDB) approved a $400 million results-based loan (LBR) to support Argentina's efforts to improve public security, strengthen criminal investigations, and modernize federal prison management.
The program is designed to improve the effectiveness of key federal institutions responsible for preventing, investigating, and responding to complex criminal activity. It will support reforms and investments that strengthen investigative capabilities, enhance coordination among security agencies, and modernize operational systems used to guide public policy decision-making.
“Strengthening public security requires strong institutions, specialized competencies, and better tools to respond to increasingly complex challenges. This program reflects our commitment to working alongside Argentina to strengthen the effectiveness of its security institutions and contribute to safer communities, with a focus on the 8.7 million people living in priority intervention areas,” said Viviana Alva Hart, IDB Group Country Representative in Argentina.
The central focus of the initiative is expanding professional and specialized training to more than 11,000 federal security personnel within the Argentine Federal Police, Federal Penitentiary Service, the Gendarmerie and Naval Prefecture.
The program will also support the modernization of technologies and information systems enabling security institutions to generate, integrate and use criminal information more effectively for operational planning and decision making. These efforts are expected to increase institutional effectiveness and improve service delivery in communities most affected by violence.
The operation is expected to benefit approximately 8.7 million people living in priority intervention areas, across 22 departments in nine Argentine provinces. In addition, people held in federal correctional facilities will benefit from expanded educational and productive programs that support social reintegration.
The Federal Security Strengthening Program in Argentina (PROSEFE) will support Argentina's Ministry of National Security in modernizing and strengthening the Federal Security Forces to address increasingly complex forms of organized crime.
The program is part of a broader partnership between Argentina and the IDB Group to strengthen the country’s security and justice institutions and complements the Proactive Security and Justice Program (PROSEJUS) a policy-based guarantee supporting policy reforms aimed at strengthening criminal investigation, prosecution and the recovery of illicit assets.
This integrated approach aligns with the IDB Group Country Strategy with Argentina (2025–2028), which prioritizes stronger institutions, improved public sector effectiveness, and better outcomes for vulnerable populations. It also contributes to the Alliance for Security, Justice, and Development, a regional initiative aimed at strengthening institutions and improving security across Latin America and the Caribbean.
The loan has a 25-year maturity, a 5.5-year grace period, and will be financed through the IDB's Ordinary Capital resources.
