This article analyzes the Initiative for the Integration of Regional Infrastructure in South America (IIRSA) as a mechanism for intergovernmental cooperation for the development of physical infrastructure with a view to strenghtening integration in South America. In particular, the paper explores the factors that explain why the process has been actively working since its launching in 2000. Also, the article addresses the question of why the infrastructure agenda has been able to make some progress and why its pace has been relatively independent of other dimensions of South American integration.
