Secretary a.i. of the IDB

Luiz Ros, a Brazilian citizen, serves as acting Secretary of the Bank as of September 27, 2022 and has been Deputy Secretary since October 2018. 

As acting Secretary, Mr. Ros facilitates communication and decision-making process between the Boards of Governors and the Boards of Executive Directors of the IDB and IIC (IDB Invest). He also serves as liaison between the Boards of Executive Directors and the Administration team of the IDB Group.

As Deputy Secretary, his roles include the preparation and coordination of the Annual Meetings of the Boards of Governors, and other institutional events, such as the election of the President.

Between 2016 and 2018, Mr. Ros served as Special Advisor for Innovation in the Office of the Presidency, where he led the institution-wide effort to promote innovation across sectors and IDB member countries. Prior to this position, from 2008 to 2016 Mr. Ros was the Sector Manager of Opportunities for the Majority (OMJ), a presidential initiative that focused on unlocking opportunities at the base of the pyramid of Latin America and the Caribbean. During his tenure at OMJ, over $450 million dollars in loans and partial credit guarantees were approved, including the first Impact Investing Fund in Latin America.

Prior to joining the IDB, between 2005 and 2007, Mr. Ros was Global Manager of Markets and Enterprise at the World Resources Institute (WRI).  At WRI, he spearheaded the design of a global strategy to support sustainable private sector development operations in China, India, Indonesia, Brazil, and Mexico.

Between 2001 and 2005, Mr. Ros served as Director for New Ventures Global Operations, fostering partnerships with the Getulio Vargas Foundation, Latin American Network of Environmental Funds, and the Confederation of Indian Industry. And between 1999 and 2001 he served as Director of the National Environmental Fund in the Ministry of Environment of Brazil.

Mr. Ros lectured at the Harvard Business School on "Private sector strategies to serve low-income markets in Latin America." He was selected among the top 6 business leaders working for a great cause "Executivos de Grandes Causas" by Época Negócios, a leading business magazine in Brazil. 

Mr. Ros has a B.S. in Economics, a post-graduate degree in Latin American Economics, and M.Sc. in International Relations from the University of Brasilia, Brazil.
