Hugo R. Flórez Timorán was appointed General Manager of the IDB’s Office of Strategic Planning and Development Effectiveness in March 2020.
Previously, he served as the IDB Representative in Brazil (2016–2020), Argentina (2012–2016), and Paraguay (2010–2012). He was a Senior Advisor of Operations for the Andean Countries (2009-2010), a Senior Social Development Specialist for the Social Sector Department (2004-2009) at IDB Headquarters in Washington DC, and a Social Development and Modernization of the State Specialist in Bolivia (2001-2004) and Peru (1996-2000).
Mr. Flórez Timorán has more than 25 years of experience in strategic planning and organizational change and open innovation process; institutional analysis; design, management, monitoring and evaluation of health, social protection, and modernization of the state programs; as well as communications and risk management.
Before joining the IDB, Mr. Flórez Timorán was the General Manager at INDECOPI (National Institute for the Defense of Free Competition and the Protection of Intellectual Property) in Peru; Manager at CONFIEP (National Confederation of Private Enterprise Institutions of Peru), and Strategic Management Professor in the Business School at the University of Lima.
Mr. Flórez Timorán holds a Bachelor's degree in Business Administration from the University of Lima and an MBA from San Ignacio de Loyola University. He has completed additional graduate courses in management and public policy at Harvard University, IAE Business School, and INCAE Business School.
