Don Heriberto spent much of his life waiting.
A freight truck driver for more than 25 years, he traveled Central America's roads transporting goods between neighboring countries. But many times, his journey came to a halt at the border.
For hours. Sometimes for entire days.
On one occasion, he waited five days to cross a border checkpoint, sleeping beneath his truck.
For years, this experience was a routine part of trade in Central America. Endless lines of trucks, repetitive procedures, and uncoordinated controls created frustration for drivers and businesses alike, while imposing significant costs on the region's economies.
Today, that story is beginning to change. Through a combination of institutional coordination, operational modernization, and digitalization, Central America is transforming its borders. The progress achieved has reduced delays, facilitated trade, and strengthened regional integration.
Across Latin America and the Caribbean, logistics costs remain one of the main obstacles to competitiveness. Assessments conducted as part of border modernization and integration programs in Central America estimated that inefficiencies in border infrastructure and management could increase transportation costs by between 4% and 12% of cargo value. These estimates are consistent with international evidence on trade facilitation, which identifies border delays, duplicative controls, and weak institutional coordination as factors that significantly increase logistics costs and undermine the competitiveness of international trade.
When a truck remains stranded for hours or days, the consequences extend far beyond transportation. Costs increase for businesses and consumers, supply chains are disrupted, exports are affected, and regional trade integration is constrained.
The problem lies not only in physical infrastructure, but also in how borders operate.
For decades, institutions such as customs administrations, migration services, sanitary authorities, and security agencies operated in isolation, using systems that could not communicate with one another. The result was duplicative controls, manual procedures, and chronic congestion at border crossings.
Faced with this challenge, the region needed a new model.
Regional experience has shown that expanding lanes or constructing new facilities, while important, is not enough.
Meaningful transformation occurs when countries integrate processes, institutions, and technology under a common operational framework. It is not simply about temporary agreements or the use of technology. Rather, it requires a comprehensive operational approach tailored to the specific dynamics and functions of each border crossing, recognizing that no two border crossings are alike.
This is precisely what Coordinated Border Management seeks to achieve: enabling the agencies operating at borders to move beyond isolated approaches and function as part of an integrated system.
The objective is straightforward: to reduce time and costs, strengthen security, improve traceability, and facilitate trade without compromising controls or the legal mandates and responsibilities of each participating agency.
In Central America, the Inter-American Development Bank (IDB), working alongside national governments and regional organizations, has supported this transformation through investments in infrastructure, operational modernization, and regional digital platforms.
One of the most visible examples is the Peñas Blancas border crossing between Costa Rica and Nicaragua, where border management modernization has significantly reduced processing times and improved operating conditions for transport operators and border authorities. In Costa Rica, import processing times at Peñas Blancas fell from 10.5 hours to 1.3 hours. At Paso Canoas, between Panama and Costa Rica, processing times were reduced from 7.6 hours to approximately one hour.
Border modernization is also driving a technological transformation.
Today, the region's most advanced border crossings use digital platforms that enable different government agencies to share information in real time. Sensors, automatic license plate readers, weighing systems, cameras, and data analytics tools help automate processes and improve operational decision-making. When combined with other data sources, this information contributes not only to trade management, but also to national security and regional cargo traceability.
But the most important change is not technological. It is strategic.
In the past, each institution made decisions independently. The challenge today is to build an integrated view of risk and coordinate controls more efficiently.
This makes it possible to conduct more targeted inspections, reduce redundancies, and facilitate the movement of people and goods.
From More Controls to Smarter Controls
For many years, border management models focused on increasing the number of controls. But more controls do not necessarily mean better controls.
When different agencies inspect the same vehicle multiple times without sharing information, the result is often longer delays and lower efficiency.
That is why several countries in the region are moving toward Interagency Risk Management Systems, which use data from customs, migration, sanitary, and security authorities to build a more comprehensive view of risk and improve the accuracy of risk assessments. This approach helps reduce unnecessary inspections, expedite the movement of trusted operators, improve the detection of actual risks, and simultaneously strengthen security and trade facilitation.
In other words, the goal is to move from extensive controls to smarter, risk-based controls.
A Regional Platform to Integrate Central America
Because the physical and operational transformation of borders also has a regional dimension, Central America has advanced the Central American Digital Trade Platform (PDCC), an initiative financed by the European Union, administered by the IDB, and implemented by the Secretariat for Central American Economic Integration (SIECA).
The principle behind it is simple yet powerful: information should be submitted once and then used throughout the regional logistics corridor.
Today, the PDCC connects six Central American countries and facilitates:
- more than 500,000 export transactions per year;
- more than 600,000 regional transit operations; and
- approximately US$8 billion in intraregional trade each year.
This contributes to reducing processing times, costs, and paper-based procedures. It also helps strengthen regional competitiveness and enhance the resilience of logistics chains.
The Real Challenge: Institutional Coordination
Central America's experience offers a clear lesson: the main challenge of border modernization is not technological, but institutional.
Interoperable systems can be developed. Infrastructure can be financed. But enabling multiple institutions to operate in a coordinated manner requires leadership, governance, and a long-term vision.
The most successful models, such as Paso Canoas in Costa Rica, which operates under an integrated border management model, combine formal coordination mechanisms, secure information sharing, clear protocols, continuous monitoring, and data-driven management.
What Latin America and the Caribbean Can Learn from Central America's Experience
In the context of nearshoring, digitalization, and reconfiguration of global supply chains, modern borders are no longer optional. They are a prerequisite for competitiveness.
Scaling up this transformation requires five key elements:
1. Prioritize interagency coordination
Modernization must begin with integrated processes and clear rules across institutions.
2. Invest in interoperability
Systems must be able to share information securely and efficiently in real time.
3. Modernize processes and infrastructure in tandem
Building new infrastructure without redesigning processes can replicate existing inefficiencies. Likewise, improving processes without modernizing physical infrastructure can perpetuate bottlenecks.
4. Strengthen risk-based management
The borders of the future must focus on smart, risk-based controls rather than mass inspections.
5. Promote regional platforms
Regional integration requires digitally connected logistics corridors and shared standards.
Naturally, Central America's experience cannot be directly replicated across every subregion of Latin America and the Caribbean. The progress described here has taken place in the context of sustained political commitment, pre-existing regional integration frameworks, and long-term technical and financial support. In countries or corridors with more limited institutional capacity or without consolidated regional agreements, the sequencing and pace of implementation will differ. These lessons should therefore serve as guidance rather than as a universal blueprint.
The Borders of the Future Must Connect Opportunities
For truck drivers like Don Heriberto, this means spending less time waiting and more time moving.
For businesses, it means lower costs and greater predictability.
For countries, it means deeper and more effective regional integration.
At a time of value chain relocation, digitalization, and the transformation of global trade, borders can no longer remain as points of congestion. They must become platforms for competitiveness, connectivity, and development.
Central America is demonstrating that this transformation is possible.
