National authorities have documented contamination exceeding standards for human contact and declared the lake “not suitable for recreational use,” prompting temporary restrictions on swimming and other activities.
As one of Paraguay's two main lakes, Ypacaraí also supplies drinking water and irrigation for surrounding communities in San Bernardino. This means its decline directly affects tourism revenues, surrounding industries, agriculture, and the daily routines of lakeside families.

Investments in resilient wastewater treatment systems, improved drainage, and basin management strengthen the adaptive capacity of urban areas and reduce environmental and financial risks. Protecting ecosystems such as Lake Ypacaraí also enhances natural buffering functions and supports long-term water security. As such, the comprehensive restoration of the Lake Ypacaraí Basin presents a transformative opportunity to improve water quality, advance sanitation access, recover ecosystems, and strengthen environmental resilience across the region.
The operation focuses on:
- Stopping pollution at the source. The program will build approximately 370 km of sewer networks, 48 km of pumping lines, multiple pumping stations, household connections (prioritizing vulnerable homes), and a wastewater treatment plant with nutrient removal to reduce nitrogen and phosphorus. For families, this means fewer sewage overflows; for the lake, it means reducing the pollutants that have fueled blooms – an essential step toward restoring the "lago azul" Ortiz sang about.
- Expanding equitable sanitation access.
