Peru is one of the countries most vulnerable to climate change. Rising temperatures, changes in precipitation patterns, glacier retreat, and the increased frequency of extreme rainfall events threaten the country’s water security and the well-being of its populations. The Climate Action for Water Project (PACA PERU) responds to this challenge by implementing adaptation and mitigation pilots in the water, energy, and transport sectors, strengthening water security and improving watershed management through the incorporation of climate science into planning and decision-making during the 2023–2028 period.

  • Enhance climate resilience and promote low-carbon development through pilot adaptation and mitigation projects in the water, energy, and transport sectors.
  • Promote enabling conditions for the achievement of Nationally Determined Contributions (NDCs) by generating information on climate vulnerability and watershed hydrological conditions.

These studies aim to characterize climate risk in river basins, establishing the basis for the formulation of climate-resilient adaptation measures.

Focused on strengthening the technical capacities of stakeholders in order to improve decision-making based on climate information.

Climate Risk Assessments

Development of 27 climate risk assessments in selected river basins, aimed at identifying the potential impacts of climate change.

Adaptation and Mitigation Pilots

Implementation of 21 adaptation and mitigation pilot projects in the water, energy, and transport sectors, with the potential for scaling up.

Multisectoral Platform

Use of a multisectoral information services platform by governmental and non-governmental actors to support water resources planning and management.

Climate Simulation Tools

Use of climate simulation tools for planning and implementing measures based on climate science.

Gender and Intercultural Approaches

Integration of gender and intercultural approaches into the policy instruments of two national institutions and four regional institutions.

The following map presents the priority river basins of the PACA PERU Project. Within this framework, 21 adaptation and mitigation pilot projects will be implemented to address climate change in the water, energy, and transport sectors.

The PACA PERU Project has established a Consultation and/or Grievance Mechanism (MACQ) through which any individual, group, or community may submit inquiries, concerns, complaints, and/or suggestions related to the project's activities.
