The Climate Action for Water Project (Paca Peru) is an initiative that boosts climate resilience and promotes sustainable development. Led by the Ministry of the Environment (MINAM), the project is implemented by the Inter-American Development Bank (IDB), the Organization of American States (OAS), and RTI International (RTI), with funding from the International Climate Initiative (IKI). This project seeks to generate a positive impact in Peru’s water security and basin management considering climate science-informed planning and decision-making during the period 2023 – 2028.

- Implementing adaptation and mitigation pilot projects in the water, energy, and transport sectors, in line with the country's sectoral programs and Nationally Determined Contributions (NDCs), will improve long-term climate resilience and promote low-carbon sustainable development in Peru.
- Promote favorable conditions for the fulfillment of the Nationally Determined Contributions by generating information on climate risk and the current and future water conditions of priority basins.

It seeks to carry out different vulnerability studies in 27 basins throughout the country to evaluate risks and facilitate the formulation of adaptation and mitigation measures.

It aims to build technical capacity among national, regional, and local stakeholders to improve science-based decision-making.

It focuses on running adaptation and mitigation pilot projects in vulnerable watersheds designed based on the results of assessments and their potential for replication and scaling up.

It envisages facilitating multisectoral coordination of stakeholders throughout the project cycle to ensure its sustainability.

It seeks to test innovative financing mechanisms to support Peru's efforts in achieving its national goals for adaptation and mitigation, ensuring long-term resilience and sustainable development.
