Marushka is a Senior Digital Transformation Consultant at the International Telecommunication Union and an Artificial Intelligence (AI) Ethics Advisor to Generativa LATAM, a generative AI laboratory that promotes the safe use of these technologies among vulnerable populations. She led the consolidation of digital governance in Peru, the development of the National Digital Transformation Policy, the enactment of the Artificial Intelligence Law, and the implementation of the Digital Girls Program and the Alliance for a Safer Internet. Her work helps promote women’s participation in technology, protect children, adolescents, and older adults in digital environments, and strengthen digital skills across the population.

Matías holds degrees in Sociology from the Catholic University of Uruguay and Psychology from the University of the Republic, as well as a master’s degree in Sociology from the University of the Republic and a Ph.D. in Sociology from the Department of Sociology at the University of Haifa. He specializes in the information society, public policy, and inequality. He is a Full Professor in the Department of Social Sciences at the Catholic University of Uruguay. He coordinates and conducts research for the Uruguayan chapters of the World Internet Project, the DiSTO Project, Kids Online Uruguay, and the Fairwork Project. He has also worked as a consultant on digital inequality and inclusion for the Agency for Electronic Government and Information and Knowledge Society (AGESIC), under the Office of the President of Uruguay. In this capacity, he worked on digital government and inclusion, as well as on Uruguay’s official national surveys on the use of information and communication technologies (EUTIC 2010, 2013, 2016, and 2019).

Cristina is an economist specializing in social policy who works at the intersection of technology, government, ethics, and Artificial Intelligence (AI). She advises the manager and division chiefs of the IDB’s Social Sector on operations and digital transformation in health, education, social protection, labor markets, gender, diversity, and migration. In this role, she coordinates initiatives that leverage digital technologies to deliver more efficient, equitable, ethical, and impactful social services across the region, including fAIr LAC, the first public-private partnership for the responsible use of artificial intelligence and technology. Cristina is a member of the OECD Network of Experts on AI and the AI Advisory Board of Northeastern University’s Institute for Experiential AI. She has specialized training in Digital Transformation in Government from Harvard Kennedy School and in Data Ethics from the University of Michigan.

José is a lawyer and holds a master’s degree in Public Management and Public Policy from the University of Chile. He has more than 25 years of experience in public sector modernization and, over the past decade, in the digital transformation of the public sector in Chile and Latin America. As Director of Chile’s Digital Government Secretariat from 2022 to 2026, he led a decisive period during which Chile rose from 32nd to 10th place in the OECD Digital Government Index and reached 31st place in the United Nations ranking. During his tenure, the Secretariat’s new institutional framework within the Ministry of Finance was established; the technical standards under the Digital Transformation Law were approved; CasillaÚnica.cl and version 3 of the government’s official digital communications system were launched; and ClaveÚnica—Chile’s national digital identity system—was consolidated, reaching more than 16 million registrations and introducing two-factor authentication. He chaired the Inter-American Network on Digital Government (RedGEALC) for two years and organized the region’s first Digital Government Summit bringing together Latin America and the OECD. He is currently an international digital government consultant and a professor in the Master’s Program in Public Management and Public Policy at the University of Chile, where he teaches Digital Transformation.

His areas of expertise include data governance, secure digital identity, interoperability, digital public infrastructure, the adoption of AI for the public good, and regional cooperation to strengthen digital government in Latin America and the Caribbean.
 

Aura has devoted more than a decade to the digital transformation of the public sector in Latin America. She held senior positions at Colombia’s Ministry of Information and Communications Technologies (MinTIC) and National Planning Department (DNP), leading national agendas on digital government, public innovation, and anticorruption. She is currently Director for Latin America and the Caribbean at Co-Develop, where she manages a portfolio spanning 33 countries to advance secure and inclusive digital public infrastructure. Her work combines technical expertise, public policy, and institutional capital to promote sustainable digital transformation throughout the region.

Armando is a lawyer, academic, and international expert in Artificial Intelligence (AI) governance, digital regulation, and public innovation. He has more than a decade of experience advising governments, multilateral institutions, and international organizations in Latin America, Europe, Africa, and Asia. He has led the design and implementation of national AI strategies, regulatory frameworks, regulatory sandboxes, and governance mechanisms for emerging technologies, becoming one of the most recognized international voices in this field. He currently serves as Executive Director of the Global Network of Internet & Society Centers, a global network of more than 100 leading academic centers focused on technology and society that was incubated at Harvard University. He also participates in high-level working groups of the International Telecommunication Union (ITU) and UNICEF. His work has contributed to the development of public policies, regulatory frameworks, and capacity-building programs in multiple regions of the world. He holds an LL.M. from Harvard Law School, a Master of Public Policy from the University of Oxford, and a doctorate from the Technical University of Munich (TUM).

María Antonieta is a specialist in regulatory quality, administrative simplification, and public sector modernization. She has more than 15 years of experience advising Latin American governments and international organizations on the design and implementation of regulatory reforms aimed at improving public services, reducing administrative burdens, and strengthening institutional capacities. She has worked with the Inter-American Development Bank, the World Bank, the OECD, and GIZ, among other organizations. She is an author and professor on regulatory policy and has led regional projects on regulatory impact assessment, regulatory governance, and evidence-based regulation.

Juan José is an economist and lawyer specializing in regulatory improvement, Artificial Intelligence (AI) applied to regulatory quality, and digital transformation, with more than 12 years of experience. He has collaborated with the IDB, the World Bank, and USAID to assess regulatory frameworks and remove barriers to economic growth. In the public sector, as Director of Special Projects at Mexico’s National Commission for Regulatory Improvement (CONAMER), he coordinated the simplification of more than 4,000 federal administrative procedures. As a consultant, he has led more than 115 projects and supported more than 30 governments in simplifying and digitalizing administrative procedures and designing policies to attract investment.

Luciano holds a bachelor’s degree in Economics from the National University of Rosario and a master’s degree in Economics from the University of CEMA. He served as a National Deputy from 2015 to 2025, Chair of the Budget and Finance Committee of Argentina’s Chamber of Deputies from 2015 to 2019, and Chair of the Bicameral Committee on Tax Reform from 2016 to 2017. He was also Chief Economist and Chief Financial Officer of Banco Ciudad de Buenos Aires from 2008 to 2015. He currently serves as Executive Director of CIPPEC—the Center for the Implementation of Public Policies Promoting Equity and Growth—a leading public policy think tank. In academia, he teaches at the Torcuato Di Tella University School of Business and previously directed the university’s Banking Management Program from 2003 to 2015. He is the author of Desenredar la Argentina. Diagnósticos y propuestas para quebrar la decadencia (Untangling Argentina: Diagnoses and Proposals to Break the Cycle of Decline), published by Penguin Random House in 2023.

Sara is a lawyer from the Pontifical Catholic University of Peru (PUCP) and holds a master’s degree in Public Management and Public Policy from the University of Manchester. She has more than 23 years of professional experience working in and with public- and private-sector organizations, holding various senior leadership positions and working as a consultant and project manager. She has extensive experience in the design and implementation of reforms. She served two terms as Secretary of Public Management in the Office of the President of the Council of Ministers—from November 2014 to July 2016 and from March 2019 to June 2020—and was the Peruvian government’s counterpart to the OECD for the preparation of the Public Governance Review of Peru, which proposed the country’s main reforms to improve public management and public policy. She led the regulatory quality reform whose principal outcomes included eliminating more than 30% of the Executive Branch’s administrative procedures and approving the legal framework for the introduction of regulatory impact assessment. She participated in the expert working groups responsible for developing the National Administrative Simplification Policy and the National Policy for the Modernization of Public Management. She has led projects with the IDB, the European Union–OECD, and GIZ. She has also taught at UPC and ESAN and currently teaches Public Management at the Pontifical Catholic University of Peru.
