Development programs and policies are intended to improve people's quality of life. Evidence-based policymaking includes identifying the most appropriate intervention, tracking a program's implementation, and measuring whether the intended impacts were actually achieved. The generation of rigorous evidence can in turn enhance accountability, inform budget allocations, and guide policy decisions. To help facilitate the implementation of the development effectiveness agenda, this project evaluation hub centralizes a variety of resources, tools, and guidelines which users can consult and adapt for their specific needs.

Impact Evaluation

Impact Evaluations assess changes in outcomes that are directly attributable to a program. The emphasis on causality and attribution is its hallmark. This module provides references and materials commonly used throughout the impact evaluation cycle.

Cost Benefit and Cost Effectiveness Overview

Cost-benefit analysis quantifies the costs and benefits of a program in monetary terms, while cost-effectiveness analysis compares the cost of similar interventions for achieving a desired outcome. This module offers guidelines and tips for conducting both ex-ante and ex-post cost-benefit and cost-effectiveness analyses.
