Manager, Infrastructure and Energy Sector

 

Tomás Serebrisky, a citizen of Argentina, was appointed Manager of the Infrastructure and Energy Sector (INE) as of March 1, 2024. Mr. Serebrisky is an economist who has worked for more than 20 years in the field of development, focusing on infrastructure, public private partnerships, regulation and antitrust. Throughout his career, Mr. Serebrisky has led or served as economist on a wide range of investment and policy-based projects in transport, energy, water, and private sector development across Latin America and the Caribbean.

In 2012, Mr. Serebrisky joined the IDB as Principal Economic Advisor for INE. In this position, he led a team to provide analysis and strategic guidance in cross-cutting fields such as sustainable infrastructure, utility performance, private financing of infrastructure and investment impact analysis. Mr. Serebrisky published extensively in peer-reviewed journals and is the co-editor of the IDB 2020 Flagship Report “From Structures to Services: The Path to Better Infrastructure in Latin America and the Caribbean”.

Prior to joining the IDB, Mr. Serebrisky worked ten years at the World Bank in a variety of technical assistance, training and operational positions. Previously, he worked in economic consulting and was the Chief Economist of the Antitrust Commission of Argentina.

Mr. Serebrisky holds a Ph.D. degree in Economics from the University of Chicago and a Bachelor’s degree in Economics (summa cum laude) from the Universidad de San Andrés in Argentina.
