Gustavo De Rosa, a citizen of Argentina, is Vice President for Finance and Administration (VPF) a.i. as of January 1, 2024. He also serves as the IDB’s Chief Financial Officer (CFO) and General Manager of the Finance Department, positions he has held since February 2015. He is responsible for the mobilization and management of the Bank’s financial resources, including treasury, financial reporting and financial planning.  

Prior to his role as CFO, he served as IDB Chief Risk Officer since 2011. Before joining the Bank, Mr. De Rosa was Chief Risk and Operating Officer at ING Belgium, S.A., in Madrid. Beginning in 1998, he held management positions within ING in Argentina, the Netherlands and Spain. He previously worked for more than eight years with Deutsche Bank in Argentina and Germany.

Mr. De Rosa holds a master’s degree in banking management from the Centro de Estudios Macroeconómicos de la República Argentina (CEMA) and a bachelor’s degree in business administration from the Universidad Argentina de la Empresa (UADE). He has also completed postgraduate work in management and strategic planning at the European Business School Schloss Reichartshausen in Germany.
