Fass-Metz’ experience in international development cooperation stretches over more than 35 years.
Before joining the IDB he served as Deputy Director General on policy issues of development cooperation at the German Federal Ministry of Economic Cooperation and Development (BMZ), overseeing and guiding the planning process for bilateral German development cooperation programs with 65 partner countries. His responsibilities included also oversight of and strategic guidance to Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) the German agency for international technical cooperation, Kreditanstalt fuer Wiederaufbau (KFW) the German development bank and Deutsche Investitions- und Entwicklungsgesellschaft (DEG) the German private sector investment corporation.
Prior to that responsibility, Mr. Fass-Metz served as Deputy Director General/Head of Division for climate policy and climate finance at BMZ for more than 11 years, shaping and guiding implementation of BMZ’s bilateral climate change mitigation and adaptation portfolio and representing Germany in the respective Governing bodies of the Global Environment Facility, the Green Climate Fund and the Climate Investment Funds. In earlier postings in his career, he worked as Counsellor at the Permanent Mission of Germany to the United Nations in New York, as well as First Secretary at the German Embassy in La Paz/Bolivia. He also served as Deputy Head of Division/Senior Policy Officer at BMZ responsible for bilateral cooperation with South America, the Sahel region, and the environment division.
Mr. Fass-Metz holds a Master in economics, with specialization in development economics, from Hamburg University and completed postgraduate studies at the German Institute for Development and Sustainability. He grew up in Hamburg/Germany, Temuco/Chile and San Jose/Costa Rica and has two grown‐up sons.
