The basic purpose of this project is to rehabilitate and develop inner city areas of downtown Kingston. Specific objectives are: a) to improve community organization, reduce crime levels, and remove barriers to social and economic integration, and b) to consolidate/expand investments and increase community-based opportunities for commercial and economic activity.

Achieving Sustainable Recovery: Criteria for Evaluating the Sustainability and Effectiveness of Covid-19 Recovery Investments in Latin America and the Caribbean
The Covid-19 pandemic has precipitated unprecedented health, social and economic crises across the countries of Latin America and the Caribbean. All countries in the region moved quickly to implement rescue policies to safeguard lives and livelihoods. The rescue phase continues along with the challenge of orchestrating the post-COVID-19 economic recovery: designing packages of investments and initiatives to stimulate employment, liquidity, reignite sustainable and inclusive economic growth and transition towards net-zero emission and climate-resilience economies to confront the worsening climate and ecological crisis. These policies must be sustainable in the short and long term and bring institutional, social, economic/financial, and environmental co-benefits. This working paper proposes criteria for evaluating the sustainability of recovery investments and initiatives, to serve as a checklist for stakeholders to use to ensure a recovery that builds an inclusive, sustainable and resilient future for all.

El efecto de la infraestructura en el desempeño de seis economías de América Latina: Una evaluación con modelos de Equilibrio General Computado
En este trabajo se presentan los resultados de modelos de Equilibrio General Computado aplicados al análisis del impacto de la infraestructura en varios países de América Latina y el Caribe: Argentina, Bolivia, Chile, Costa Rica, Jamaica y Perú. Se examinan los efectos de ganancias en eficiencia, productividad y calidad de sus servicios, el impacto del aumento simultáneo de los precios de los servicios de infraestructura y las consecuencias que tiene para el crecimiento de los países y el nivel de bienestar de sus habitantes de detener la inversión en infraestructura. También se estudian programas especiales de desarrollo de infraestructura, como la aplicación de tecnologías limpias (con recursos renovables) y de digitalización, cuyos resultados dependen críticamente de las características estructurales de los países. El estudio se detiene especialmente en las propiedades y las características del método de EGC empleado.

Tourism Investment Insights from the Integrated Economic-Environmental Modeling (IEEM) Platform for Costa Rica
This paper applies the Integrated Economic-Environmental Modeling (IEEM) Platform to the analysis of public investment in tourism in Costa Rica. We show how our IEEM Platform can generate insights into the differential impacts of investments in different tourism modalities which can be useful for designing public investment strategies in tourism. We highlight additional features of IEEM which show some of the environmental impacts of investments as well as how they may affect government revenues. Finally, as a whole-of-economy analytical framework, we demonstrate how this holistic view of the economy captures and quantifies economic benefits and costs that would have been obscured in a traditional partial equilibrium-based cost-benefit analysis.
