The purpose of this technical cooperation is to finance the preparation and analysis of project DR-0123, designed to reform the water and sanitation sector. The main aim is to reform service providers by setting up agencies that are fully autonomous and efficiently managed in accordance with the codes and practices governing commercial companies. Private sector participation will be actively promoted as well.
