The MIF resources would be used to finance technical advisory services in the field of air transportation as well as legal and financial advisory services. The project resources would finance the preparation of the following outputs and activities: (i) the master plan for the sector; (ii) the investment plan (specifying investment and expansion needs during the concession period); (iii) Economic and financial analysis of the concession; (iv) design of the design transaction; (v) the sales memorandum; and (vi) the design and negotiation of the concession contract.The financing would supplement IDB resources for the organization and training of the Civil Aeronautics Directorate (DGAC), amd for the private sector participation in air traffic control.

Mecanismos públicos para viabilizar proyectos socioeconómicamente rentables y para garantizar su bancabilidad
Con el apoyo de Gobiernos e instituciones de investigación de América Latina y el Caribe, desde el BID desarrollamos en 2020 la Red de Análisis y Buenas Prácticas en Asociaciones Público-Privadas (Red APP), con el objetivo de mejorar el desarrollo de infraestructura en la región en términos de calidad, sostenibilidad, competitividad, y eficiencia. La Red APP nace con el objetivo de A) conectar las demandas públicas de conocimiento con la investigación aplicada desarrollada (en otras palabras, que los trabajos analíticos en materia de APPs respondan a lo que los desarrolladores de políticas y proyectos quieren saber sobre qué funciona y qué no); B) sistematizar la información: mediante la generación de información sistematizada para el análisis de proyectos, desde las decisiones de inversión hasta las de financiamiento; C) generar y coordinar la evidencia existente: mediante el desarrollo de trabajos analíticos a partir de información pública disponible generada por la red, así como conectar la investigación aplicada regional para potenciar sinergias en la generación de conocimiento. A comienzos de 2020, y partir de una Consulta Pública a Gobiernos de la región, se determinaron una serie de temas de interés comunes en el desarrollo de infraestructura mediante APP en torno a cinco grandes áreas: Regulación e Institucionalidad, Factibilidad y Estructuración de Proyectos Sostenibles, Financiamiento de Proyectos, Gestión de Riesgos y Monitoreo, y Evaluación, Desempeño e Impacto. El presente trabajo “Mecanismos Públicos para Viabilizar Proyectos Socioeconómicamente Rentables y para Garantizar su Bancabilidad” responde a dicha demanda y ha sido seleccionado a través de una convocatoria competitiva de propuestas.

Climate Policies in Latin America and the Caribbean: Success Stories and Challenges in the Fight against Climate Change
This work is aimed at nontraditional climate policy actors such as the finance and planning ministries of Latin America and the Caribbean. The objective is to provide a glimpse into the existing, limited, regional examples of how effective climate policy may be achieved while also contributing to sustainable economic and social development. The objectives of this work are multiple: (i) identify regional, tested, growth-spurring policy options that also contribute to sustainable development; (ii) present public and private financial solutions that may enable a just transition; (iii) offer considerations on regionally relevant green recovery packages; (iv) frame these elements within the existing regional political economya necessary condition for effective implementation; and (v) identify existing knowledge gaps while suggesting research avenues to further support the adoption of relevant measures. The Latin American and Caribbean region is highly vulnerable to climate change. Historically, the region has adopted an “adaptation first” posture. The regions early adoption and implementation of the Paris Agreements Nationally Determined Contribution (NDC) framework also led to some ambitious decarbonization plans, as well as to considerable advances in the energy and transportation sectors. As countries submit the second iteration of their NDCs, some coordinated whole-of-government approaches emerge. Notwithstanding some positive signs, plenty remains to be done in sectors such as agriculture. From an implementation perspective, the challenge remains the same: to transform ambitious objectives into measurable results.

Achieving Sustainable Recovery: Criteria for Evaluating the Sustainability and Effectiveness of Covid-19 Recovery Investments in Latin America and the Caribbean
The Covid-19 pandemic has precipitated unprecedented health, social and economic crises across the countries of Latin America and the Caribbean. All countries in the region moved quickly to implement rescue policies to safeguard lives and livelihoods. The rescue phase continues along with the challenge of orchestrating the post-COVID-19 economic recovery: designing packages of investments and initiatives to stimulate employment, liquidity, reignite sustainable and inclusive economic growth and transition towards net-zero emission and climate-resilience economies to confront the worsening climate and ecological crisis. These policies must be sustainable in the short and long term and bring institutional, social, economic/financial, and environmental co-benefits. This working paper proposes criteria for evaluating the sustainability of recovery investments and initiatives, to serve as a checklist for stakeholders to use to ensure a recovery that builds an inclusive, sustainable and resilient future for all.

Special Bulletin: NDC Invest: Supporting Transformational Climate Policy and Finance in Latin American and the Caribbean
NDC Invest was created as the one-stop-shop of the IDB Group providing technical and financial support for countries in Latin American and the Caribbean (LAC) in their efforts to achieve the climate objectives under the Paris Agreement, seeking to transition to a net-zero, resilient, and sustainable development pathway that improves the quality of life and prosperity in LAC. We have recently published a paper that describes three NDC Invest products to support Governments to tackle challenges and scale up action towards a climate-aligned and sustainable development path. In this Special Bulletin, we provide a snapshot of our thee products: i) the design of Long-Term Strategies (LTS) for net-zero emissions and resilience; ii) design of ambitious Nationally Determined Contributions (NDCs), aligned to LTS; and iii) design of investment plans and finance strategies.
