Datos en cuarentena
Entre los meses de abril y mayo del 2020, la División de Innovación para Servir al Ciudadano y el Sector de Conocimiento, Innovación y Comunicación del Banco Interamericano de Desarrollo (BID) lanzaron una serie de seminarios en línea llamados “Datos en cuarentena” con el objetivo de generar una conversación alrededor del uso, apertura y calidad de los datos en el contexto de la pandemia del COVID-19. La serie ofreció un espacio para entender los desafíos regionales, compartir experiencias e intercambiar opiniones de expertos. Los temas de los seminarios fueron: (1) uso de datos personales durante la pandemia; (2) retos de gobernanza y calidad de datos para fortalecer la toma de decisiones informadas; (3) el futuro de la agenda de datos y la “nueva normalidad” de los datos personales. Estas discusiones siguen siendo tan relevantes ahora como lo eran entonces, en un contexto en el que los países continúan enfrentando las consecuencias de la crisis sanitaria a la vez que despliegan sus estrategias de vacunación masiva. Para el desarrollo de los webinars, un grupo de expertos multidisciplinario de primer nivel y representativo de la comunidad de datos (gobierno, academia, sociedad civil, sector privado) permitió identificar las lecciones de esta crisis y el futuro de la agenda de datos.

OLAS Simplified GLAAS - WASH Governance
The OLAS Simplified GLAAS for LAC dataset provides information on water and sanitation governance in 30 countries across Latin America and the Caribbean (LAC) from 2018 and 2021. The data is from the UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS), which is a global survey carried out by UN Water and the World Health Organization (WHO) that collects country-level information on provision of water, sanitation, and hygiene services. The survey covers topics like governance, monitoring, finance, and human resources in the sector. This simplified version of the dataset contains information relevant to WASH governance in LAC. Additional data can be found in the GLAAS Data Portal: https://glaas.who.int/ Source: WHO, UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water, 2018-19 and 2021-22, accessed April 2023. Political Economy of Trade Policy in Latin America
Few propositions in economics are as widely accepted as the theory of comparative advantage: If two countries have a comparative advantage in the production of different goods and services, trade can be welfare-enhancing for both. But trade policy has always been controversial in Latin America, as it is not made by academic economists but by politicians who need to gather and maintain the support of constituents who in some cases have much to lose or gain from different trade policies. This book walks the reader through a complex thicket of contending interests and disparate political institutions to analyze why Latin American governments make the trade policies they do. Its chapters show how an array of different governments have attempted to navigate frequently conflicting interests and ideas, and how different institutional arrangements impinge on trade policy design and outcomes. It is to be hoped that the experiences analyzed here can inform the making of future policy and, perhaps, help improve it.
