Metrology is a cross-cutting technology that has become a requirement for science, technology, innovation, trade, health, the environment, and safety. International recognition of a country's measurement system is essential for access to the global market as metrology makes it possible to establish confidence in the market and enables companies to guarantee that their products meet international standards and specifications. In contrast, the lack of measurement capacity is an obstacle limiting the development of new technologies since accurate and reliable measurements are critical for productivity, competitiveness, and innovation. The International Committee for Weights and Measures (CIPM) is the framework by means of which NMIs demonstrate the equivalence of their standards of measurement and their calibration and measurement certificates. The CIPM requires a series of activities, such as inter-laboratory comparisons and peer reviews that can only be achieved through regional cooperation. In addition, the strengthening of innovative measurement capabilities can be achieved more efficiently with a cooperation structure wherein the more developed NMIs transfer knowledge to the less developed NMIs and with a larger number of cooperation programs in research and development (R&D).
