Leading the Sustainable Development of Cities: Subnational Management Team

The purpose of this TC is the development and implementation of a program to strengthen institutional capacities to subnational management teams and other emerging cities of intermediate size of LAC (the Program) to help meet the challenges of governance that sustainable development poses. The program focuses on strengthening the knowledge, skills and working practices of the mayors, secretaries / ministers, general coordinators, managers, area managers, and professional operatives of subnational governments and officials-practitioners of centers of excellence or development work organizations that will collaborate with the replicability of the program, strengthening their capacities to design and implement sustainable development plans enabling them to face the new challenges of cities. This CT is a pilot that aims to prepare and test the design of program, develop, implement and evaluate materials, structure, content, modules, methodologies, case studies, hearing audiences and experts. It is expected that as a result of the program could be incorporated into future Bank operations with sub-national entities, a component of strengthening institutional management to help create conditions for the analysis, diagnosis and identification of solutions; and implementation of investment programs in many sectors with components of public management that allow the improvement of the services to the citizens and a more transparent accountability. The program would have a theoretical and practical approach, promoting learning aimed at strengthening the knowledge applied to solve problems and the transformation of the institutional environment of the participants. With this perspective, the materials developed as part of the program, the activities and face-to-face or virtual classes, foster among participants, the collective construction of knowledge about the diagnosis and sub-context situation in which they work and promote the development of skills, attitudes and work practices to modern management allowing sustainable development. The program will run using methodologies designed to reinforce skills and abilities of the participant¿s oriented to economic growth and sustainable development, including self-assessment tools of subnational governments to enable them to have a shared diagnosis of the situation and identify priority actions. This program will use a range of diagnostic tools, including diagnostic tool developed by the Emerging Sustainable Cities Initiative (ICES).
