The general objective of the Program is to facilitate the creation of the Free Trade Area of the Americas through the provision of direct support to the FTAA negotiating process.The specific objective of the Program is to support the operation of the AS, which provides temporary administrative and logistical support to the negotiating process, in Puebla, Mexico, for approximately 10 months from February to December 2007.

El impacto de la ventanilla única para el registro formal de empresas en República Dominicana
Las ventanillas únicas para el registro de empresas pueden reducir significativamente los costos y mejorar el acceso a información para los negocios que entran al sector formal. En este documento se analiza el impacto de un programa a nivel nacional que comprende la implementación de una ventanilla única y la reducción de las tarifas de registro. Además de analizar su impacto en el número de empresas que se formalizan, se explora la manera en que este reconfigura el mercado laboral para mujeres y hombres. El estudio se lleva a cabo en República Dominicana, un país caracterizado por la alta informalidad empresarial y laboral, donde en 2013 el gobierno lanzó la ventanilla digital única Formalízate. Para analizar su impacto se aprovechó el despliegue secuencial del programa en diferentes provincias del país. Los resultados muestran que la introducción del programa en una provincia está asociada con la entrada de un mayor número de microempresas al mercado formal. Cabe señalar que estas empresas se concentran en sectores donde la informalidad era alta antes del despliegue de Formalízate, sobre todo en los sectores de comercio y turismo. Además, los resultados muestran que la participación de las mujeres en la fuerza laboral se ve afectada por el programa, mientras que la participación de los hombres no. De hecho, se observa que la presencia de Formalízate aumentó la participación de las mujeres en el mercado laboral como emprendedoras autoempleadas.

Inter-American Development Bank Quarterly Business Review: First Quarter 2022
The 2022 first quarter edition of the Quarterly Business Review (QBR) provides management with a status of the Bank's performance. The QBR reports on outputs, lending program priorities and organizational indicators on a quarterly basis to allow management to monitor progress in achieving corporate results. This periodic monitoring supports evidence-based decision making and allows for timely identification of deviations from targets and enables effective implementation of measures to address them. The Quarterly Business Review (QBR) provides an overview of the IDB's performance on sovereign-guaranteed outputs and lending program priorities. The QBR identifies trend deviations from IDB portfolio targets to support Bank management efforts to identify and implement corrective measures. This edition compiles data for the first quarter of 2022.

Investment Booms and Institutions: Evidence for the World and the Andean Region
This paper provides evidence of a positive effect of institutions and reforms in initiating investment booms. We constructed an unbalanced panel of 178 countries for the period 19502019 that considered institutions and reforms at different levels and dimensions. We analyzed the effects of these variables on 159 carefully estimated investment boom episodes, controlling for the standard determinants of investment and using a battery of estimation techniques and robustness checks. Overall, marketoriented and democratic institutions favor the advent of investment booms. Structural reforms present mixed effects and in some cases these are nonlinear. While trade and capital account reform have negative effects, domestic finance, product, and labor market reforms have the opposite. Beyond institutions and reforms, we find different effects regarding external, macro, and structural variables.

Independent Country Program Review Suriname 2016-2020
This Independent Country Program Review (ICPR) analyzes the IDB Group's country strategy (CS) and country program with Suriname during the 2016-2020 period. ICPRs assess the relevance of the Bank's CS and provide aggregate information on the program alignment and execution. If the available information allows it, ICPRs also report on progress toward achieving the objectives that the IDB Group established by the CS. This review by the Office of Evaluation and Oversight (OVE) is intended to provide the Boards of Executive Directors of the IDB and IDB Invest with useful information to analyze the country strategies submitted for their consideration.

Electrokit: Power Utility Toolkit-The Overview: Best Practices in Electric Power Distribution Companies in the Latin America and Caribbean Region
The Electrokit is an initiative created by the IDB to strengthen transformation and continuous improvement of electric utilities in the LAC region. It follows international standards that characterize and evaluate utilities based on indicators and best practices. The Electrokit is organized in 16 activities that are common to most electricity utilities. The aim of the toolkit is to provide power utilities, policy and decision-makers access to best practices, current trends, and expertise to: (i) identify challenges, develop a strategy and action plan for addressing them; and (ii) support utilities to be more sustainable, efficient, improve customer experience and accelerate innovation to stay ahead of the rapidly sector transformation. The Overview presents the main objectives of the toolkit, the structure of its areas and activities, and a guide on how companies could design an action plan.

The Role of Agents and the Nature of Limitations in the Performance of Development Projects
Development practitioners aspire to improve lives, but achieving results is challenging. What prevents operations from achieving their objectives? Answering this question is critical to promote success. This Discussion Paper proposes to analyze operations first to identify if they faced limitations to effectiveness, then to identify which key stakeholders faced those limitations, and finally, whether such limitations were exogenous. Such an approach may strengthen accountability and learning. An analysis of 62 project completion reports evaluated in 2022 by the Inter-American Development Bank shows that success was contingent upon critical agents performance and the influence of exogenous factors. Four in 10 operations that failed had agents other than the executing agency face challenges. The same share of operations had agents face limitations derived from the project environment or third-party inputs beyond their control. Despite limitations, the proposed framework may provide insights for future work that promotes effectiveness.
