THE PROGRAM WILL AIM TO IMPROVE BASIC EDUCATION, PARTICULARLY IN RURAL AND LOW-INCOME AREAS. SPECIAL ATTENTION WILL BE GIVEN TO THE REDUCTION OF ILLITERACY & REFORMS TO DECREASE DROP-OUT RATES. THE PROGRAM INCLUDE 2 SUBPROGRAMS: MEC INSTITUTIONAL DEVELOPMENT AND TEACHERS TRAINING AND PRE AND PRIMARY EDUCATION.
