Intergovernmental Fiscal Cooperation and Subnational Revenue Autonomy
This paper focuses on two distinct but interrelated subjects. First, it discusses how cooperation among and within the different levels of government can help improve macro-fiscal management, as well as various aspects of intergovernmental fiscal relations. These include the delivery of subnational goods and services, the system of intergovernmental transfers, and the control of subnational indebtedness. Second, the paper highlights the benefits of, and obstacles to, subnational revenue autonomy and points to appropriate own-revenue sources for regional and local governments. It also discusses how intergovernmental cooperation can help subnational governments strengthen their revenue administration capacity. The paper was prepared as a result of the 2017 International Forum of the Decentralization and Subnational Fiscal Management Network of Latin America and the Caribbean, led by the Fiscal Management Division of the Inter-American Development Bank. It utilizes a number of country experiences from within and outside the region to illustrate successful approaches to the challenges of intergovernmental cooperation and subnational revenue mobilization.

NDC Invest: Supporting Transformational Climate Policy and Finance
El Grupo Intergubernamental de Expertos sobre el Cambio Climático (IPCC por sus siglas en inglés) indica que para cumplir con el objetivo del Acuerdo de París de limitar el aumento de la temperatura global con respecto a los niveles preindustriales a entre 1,5 C y 2 C se requiere alcanzar cero emisiones netas de dióxido de carbono (CO2), así como profundas reducciones en las emisiones de otros gases de efecto invernadero (GEI) hacia mediados de siglo (IPCC 2018). Al mismo tiempo, los países deben construir resiliencia climática para hacer frente a los impactos inevitables. NDC Invest se creó como la ventanilla única del Grupo BID que proporciona apoyo técnico y financiero a los países de América Latina y el Caribe en sus esfuerzos por alcanzar los objetivos climáticos del Acuerdo de París, buscando la transición a cero emisiones netas de carbono y vías de desarrollo resilientes y sostenibles que mejoren la calidad de vida y la prosperidad en América Latina y el Caribe. Al aprender y comprender estos desafíos y al poner a prueba soluciones, hemos desarrollado una caja de herramientas de apoyo. Este documento describe los tres productos de NDC Invest a través de los cuales apoyamos a los gobiernos para encarar estos desafíos y ampliar acciones para afrontar el cambio climático y el desarrollo sostenible: i) el diseño de Estrategias a Largo Plazo (LTS por sus siglas en inglés) para cero emisiones netas y resiliencia climática; ii) diseño de Contribuciones Determinadas a Nivel Nacional (NDCs) ambiciosas, alineadas con las LTS; y iii) diseño de planes de inversión y estrategias financieras. Nuestros tres productos no son una receta fija, sino más bien una caja de herramientas para ofrecer soluciones flexibles y pertinentes adaptadas a las necesidades y el contexto de los países, y a las diferentes etapas de diseño e implementación de sus objetivos climáticos.

Tres áreas donde los ministerios de finanzas pueden ayudar a solucionar la crisis climática
A nivel mundial, 2020 fue el año más caluroso registrado, junto con el año 2016, si se lo compara con la temperatura media global registrada entre 1951 y 1980, de acuerdo con datos de la NASA. En general, la temperatura promedio de la Tierra ha aumentado más de 1°C desde la década de 1880 y hay un consenso general que los países tienen que avanzar más agresivamente en la descarbonización de sus economías.

Growth Recoveries (from Collapses)
This paper analyzes the behavior of a long list of economic variables during episodes of recovery from an economic collapse. A set of stylized facts is proposed so as to depict what in this work is called \saygrowth recoveries. Through different estimation techniques, it is inferred under which conditions and policies the likelihood of experiencing a growth recovery increases. The results of the paper indicate that collapses tend to occur in countries with high dependence on natural resource rents, macroeconomic mismanagement, low levels of democratic accountability and rule of law and high levels of conflict. Recoveries, on the other hand, tend to be longer than collapses and are more likely to occur in contexts of: improved external conditions, less natural resource rents, balanced fiscal accounts, where the exchange rate corrects but within a more fixed exchange rate regime and a more restricted financial account, and where there are: rebounds in private consumption, increases in international trade and improvements on property rights.

Fiscal Impact of PPPs in Latin America and the Caribbean
Os Documentos de Discusso PPP Américas 2021 compem uma série de textos desenvolvidos em preparaço à décima ediço do PPP Américas. O evento é o maior fórum sobre Parcerias Público Privadas (PPP) na América Latina e no Caribe (ALC) e é organizado a cada dois anos pelo Banco Interamericano de Desenvolvimento (BID). Motivados pelo PPP Américas 2021, foram reunidos oito grupos temáticos, com especialistas, profissionais, consultores e acadmicos envolvidos diretamente na preparaço, identificaço, estruturaço e gesto de projetos de infraestrutura no formato de PPPs nos países da regio. Sob coordenaço dos especialistas do BID, os grupos revisaram os mais atuais temas de interesse no mbito das parcerias para infraestrutura econmica e social, com o objetivo de trocar experincias e debater casos de sucesso e liçes aprendidas. Este documento “Impacto Fiscal das PPPs na América Latina e no Caribe”, reúne as principais concluses e recomendaçes discutidas pelo grupo e busca contribuir para a consolidaço de um ambiente de troca de conhecimento sobre infraestrutura e PPPs na regio, oferecendo uma discusso ampliada sobre o impacto fiscal dos projetos de PPP na América Latina e no Caribe.
