The technical cooperation aims to support the Ministry of Education of Panama in strengthening its foundational skills' intervention and developing technology-based solutions to improve the intervention's monitoring and evaluation for the programs "Improving the Efficiency and Quality of the Educational Sector" (PN-L1143) and, "Improvement of Efficiency, Quality, and Inclusion of the Educational Sector of Panama (PN-J0001)," which can be replicated in other countries of the region. The specific objectives are: i) improve the quality of foundational skills programs by reviewing, testing, and adapting its content, material, training, and assessments; ii) create, test, and adapt fluency and monitoring technology-based solutions for literacy in Spanish; and iii) analyze and evaluate the implementation of literacy programs in Panama to be replicated in other countries.
