Inter-American Development Bank Quarterly Business Review: First Quarter 2022
The 2022 first quarter edition of the Quarterly Business Review (QBR) provides management with a status of the Bank's performance. The QBR reports on outputs, lending program priorities and organizational indicators on a quarterly basis to allow management to monitor progress in achieving corporate results. This periodic monitoring supports evidence-based decision making and allows for timely identification of deviations from targets and enables effective implementation of measures to address them. The Quarterly Business Review (QBR) provides an overview of the IDB's performance on sovereign-guaranteed outputs and lending program priorities. The QBR identifies trend deviations from IDB portfolio targets to support Bank management efforts to identify and implement corrective measures. This edition compiles data for the first quarter of 2022.

Good Practice Recommendations for the Governance and Management of Modern Agricultural Research, Development and Innovation Organizations in Latin America and the Caribbean
There is abundant evidence that well-directed and well-executed investment in public agricultural research, development and innovation (RDI) in Latin America and the Caribbean (LAC) can enhance economies, improve food security and reduce poverty (e.g. Stads et al., 2016). To achieve these benefits, many of LAC's RDI institutions must overcome existing challenges and stimulate greater levels of in-country support for their activities. Since the beginning of this century many LAC nations have made efforts to adapt their national RDI systems to address these challanges with more researchers, wider capabilities, higher levels of academic education and training, renewed governance and management models, and more participatory processes for research prioritization, collaborative networks and public-private investment platforms (Gianoni and Trigo, 2021). The authors agree that well-developed national agricultural research systems with adequate levels of targeted investment supporting trained personnel are essential prerequisites for agricultural productivity improvement promoting economic uplift, greater food security and poverty reduction. In LAC the transformation of the national RDI ecosystem and institutions is needed to meet the current and emerging challenges in the region. According to the identified challenges, the transformations to be tackled will require careful determining of what RDI and institutional models are desired and how to execute these highly inter-connected transformations. Based on their experience, the authors share practical recommendations for policymakers and other stakeholders to accelerate transformative improvements in LAC's agricultural RDI institutions to position them to meet the new challenges.

Transparencia y género: el impacto de las compras electrónicas en el acceso a licitaciones públicas de las PyME lideradas por mujeres
Durante los últimos años, las iniciativas de gobierno digital en las compras públicas se han vuelto cada vez más populares entre los responsables de política pública, debido a las ganancias que producen en materia de eficiencia y transparencia. Sin embargo, estas iniciativas también pueden tener efectos indirectos en otras variables. En este documento se ofrece evidencia sobre el impacto de la plataforma de compras electrónicas COMPR.AR en la participación de mujeres empresarias en las licitaciones públicas en Argentina. Los resultados muestran que, dependiendo del modelo de estimación empleado, la plataforma COMPR.AR aumentó entre un 2,48 y un 4,22% la probabilidad de que un renglón sea adjudicado a una empresa liderada por una mujer. Este estudio constituye un aporte a la literatura especializada al generar evidencia causal sobre cómo las reformas de gobierno digital pueden tener un efecto considerable en cuanto a promover la participación de las mujeres en las compras públicas.

Electrokit: Power Utility Toolkit-The Overview: Best Practices in Electric Power Distribution Companies in the Latin America and Caribbean Region
The Electrokit is an initiative created by the IDB to strengthen transformation and continuous improvement of electric utilities in the LAC region. It follows international standards that characterize and evaluate utilities based on indicators and best practices. The Electrokit is organized in 16 activities that are common to most electricity utilities. The aim of the toolkit is to provide power utilities, policy and decision-makers access to best practices, current trends, and expertise to: (i) identify challenges, develop a strategy and action plan for addressing them; and (ii) support utilities to be more sustainable, efficient, improve customer experience and accelerate innovation to stay ahead of the rapidly sector transformation. The Overview presents the main objectives of the toolkit, the structure of its areas and activities, and a guide on how companies could design an action plan.
