Agalta Valley Payment for Ecosystem Services Scheme
The objective of this Technical Cooperation (TC) would be to design the PES scheme. The scheme will be composed of an incentive structure, statutes with responsibilities and obligations, contract arrangements, and financial and administration provisions for sustainable PES financing. This TC will also support the establishment of the local institutions and governance structure of the PES scheme.

Country Program Evaluation: Mexico 2013-2018
As part of its 2019 annual work plan, the Office of Evaluation and Oversight (OVE) has prepared the evaluation of the country program of the Inter-American Development Bank Group (IDBG) with Mexico during 2013-2018. This is the fourth independent evaluation of the Bank's country program with Mexico. The evaluation period was marked by the introduction of wide-ranging structural reforms, the need for reforms was driven by long-standing and worsening problems in numerous areas. This Country program Evaluation is also the first for Mexico that covers operations of the former Inter-American Development Corporation (IIC), because OVEs oversight mandate has been extended to IIC (now IDB Invest) since the 2016 consolidation of IDBGs non-sovereign guaranteed windows (AG-9/15).

2020 IDB Climate Finance
Under the current IDBG Corporate Results Framework (CRF) 2020-2023 (https://crf.iadb.org/en), the IDB committed to reach 30% of the total amount approved (including all lending operations) of climate finance during this period. In 2020, the IDB Group - composed of the IDB, IDB Lab (formerly the Multilateral Investment Fund) and IDB Invest - approved US$3.9 billion in climate finance as per the MDB climate finance tracking methodology. This resource is aimed at development activities carried out by the public and private sectors that reduce greenhouse gas (GHG) emissions and thus mitigate climate change, and/or that reduce vulnerability to climate change and contribute to an adaptation process. This amount represented 19.5% of the IDB Groups total approved amount for 2020. The IDB only climate finance in 2020 was 15%, equivalent to US$ 2 billion. If the COVID-19 related investments are excluded, the IDB climate finance reached 30%. Changes in demand from countries to respond to the pandemic affected the overall climate finance results by shifting the priority to social and fiscal sectors and to projects that could provide faster liquidity.

NDC Invest: Supporting Transformational Climate Policy and Finance
El Grupo Intergubernamental de Expertos sobre el Cambio Climático (IPCC por sus siglas en inglés) indica que para cumplir con el objetivo del Acuerdo de París de limitar el aumento de la temperatura global con respecto a los niveles preindustriales a entre 1,5 C y 2 C se requiere alcanzar cero emisiones netas de dióxido de carbono (CO2), así como profundas reducciones en las emisiones de otros gases de efecto invernadero (GEI) hacia mediados de siglo (IPCC 2018). Al mismo tiempo, los países deben construir resiliencia climática para hacer frente a los impactos inevitables. NDC Invest se creó como la ventanilla única del Grupo BID que proporciona apoyo técnico y financiero a los países de América Latina y el Caribe en sus esfuerzos por alcanzar los objetivos climáticos del Acuerdo de París, buscando la transición a cero emisiones netas de carbono y vías de desarrollo resilientes y sostenibles que mejoren la calidad de vida y la prosperidad en América Latina y el Caribe. Al aprender y comprender estos desafíos y al poner a prueba soluciones, hemos desarrollado una caja de herramientas de apoyo. Este documento describe los tres productos de NDC Invest a través de los cuales apoyamos a los gobiernos para encarar estos desafíos y ampliar acciones para afrontar el cambio climático y el desarrollo sostenible: i) el diseño de Estrategias a Largo Plazo (LTS por sus siglas en inglés) para cero emisiones netas y resiliencia climática; ii) diseño de Contribuciones Determinadas a Nivel Nacional (NDCs) ambiciosas, alineadas con las LTS; y iii) diseño de planes de inversión y estrategias financieras. Nuestros tres productos no son una receta fija, sino más bien una caja de herramientas para ofrecer soluciones flexibles y pertinentes adaptadas a las necesidades y el contexto de los países, y a las diferentes etapas de diseño e implementación de sus objetivos climáticos.

Datos en cuarentena
Entre los meses de abril y mayo del 2020, la División de Innovación para Servir al Ciudadano y el Sector de Conocimiento, Innovación y Comunicación del Banco Interamericano de Desarrollo (BID) lanzaron una serie de seminarios en línea llamados “Datos en cuarentena” con el objetivo de generar una conversación alrededor del uso, apertura y calidad de los datos en el contexto de la pandemia del COVID-19. La serie ofreció un espacio para entender los desafíos regionales, compartir experiencias e intercambiar opiniones de expertos. Los temas de los seminarios fueron: (1) uso de datos personales durante la pandemia; (2) retos de gobernanza y calidad de datos para fortalecer la toma de decisiones informadas; (3) el futuro de la agenda de datos y la “nueva normalidad” de los datos personales. Estas discusiones siguen siendo tan relevantes ahora como lo eran entonces, en un contexto en el que los países continúan enfrentando las consecuencias de la crisis sanitaria a la vez que despliegan sus estrategias de vacunación masiva. Para el desarrollo de los webinars, un grupo de expertos multidisciplinario de primer nivel y representativo de la comunidad de datos (gobierno, academia, sociedad civil, sector privado) permitió identificar las lecciones de esta crisis y el futuro de la agenda de datos.
