Program to Strengthen the Hospital Network
The objective of the program is to improve the effectiveness and access to specialized hospital services maternal-infantile, of attention to injuries of external cause (LCE) and complications of non-communicable diseases (NCDs).The specific objectives are: (i) Increase the supply of hospital services in the public network; (ii) Improve the supply of qualified human resources for theoperation and management in intervention hospitals; and (iii) Strengthen the integration and management of hospital service networks operated.

BIDeconomics Panamá: panorama de oportunidades
Panamá es un referente de crecimiento para América Latina y el Caribe. Cerca de 6 por ciento ha sido el incremento promedio anual de su PIB entre 2000 y 2019. Incluso, pese a los desafíos postpandemia, el aumento promedio ha sido de 4 por ciento hasta 2023. Si bien este progreso ha acercado al país a los niveles de ingreso de economías más avanzadas, persisten retos significativos como los desequilibrios territoriales, el reducido espacio fiscal e insuficiencias en el gasto social, lo que ha conllevado a fuertes disparidades en el nivel de vida de la gente. En tal contexto, es esencial implementar una serie de medidas que reduzcan la desigualdad, faciliten la diversificación productiva y promuevan un manejo eficiente y sostenible de los recursos tanto financieros como naturales, especialmente el agua. Resulta clave apoyar a los sectores que han impulsado el crecimiento previo, a la vez que se eleva la calidad de vida de los panameños. Consolidarse como una economía de ingresos altos, de manera inclusiva y sostenible, es a la vez un reto inmenso y una oportunidad grandiosa. Este documento del Grupo BID, justamente, identifica oportunidades en tres pilares temáticos desarrollo humano, bases para la productividad y modernización institucional que pueden contribuir al cumplimiento definitivo de ese gran objetivo.

Programa Maior Cuidado: uma intervenção integrada de base comunitária para idosos
Este relatório apresenta uma visão geral de uma nova intervenção comunitária para idosos que vivem em bairros carentes da cidade brasileira de Belo Horizonte: o Programa Maior Cuidado (PMC). Desde 2011, o PMC é administrado em conjunto pelas Secretarias Municipais de Saúde e Assistência Social para apoiar idosos dependentes que vivem em famílias vulneráveis. Essas famílias recebem até 20 horas de apoio por semana de profissionais de apoio ao cuidado familiar. Os Centros de Saúde e os Centros de Referência de Assistência Social realizam análises conjuntas mensais dos casos e trabalham em estreita colaboração com os cuidadores contratados como profissionais de apoio aos cuidados familiares para antecipar e responder a novos problemas. Entre 2011 e dezembro de 2022, 3.062 famílias receberam ou continuam a receber apoio. Com base num conjunto de avaliações qualitativas e quantitativas, mostramos que o PMC funciona de forma eficaz e parece gerar uma série de efeitos positivos. Estes efeitos incluem a melhoria da saúde e do bem-estar dos idosos, reduzindo o stress e a sobrecarga dos cuidadores familiares e a melhor eficiência da utilização dos serviços ambulatoriais de saúde e internações hospitalares. O PMC também oferece uma valiosa oportunidade de subsistência para os cuidadores que emprega. Uma análise de custos estima que o custo mensal per capita do PMC em Abril de 2023 foi de R$916,2 (173 dólares), o que é substancialmente inferior ao de intervenções alternativas. Estas avaliações positivas levaram o município de Belo Horizonte a ampliar o programa e o Ministério da Saúde a apoiar projetos piloto semelhantes em outras cidades. Avaliações futuras desses projetos piloto irão somar-se às evidências disponíveis sobre o PMC e sua potencial adequação para outras partes do Brasil e países similares.

Nicaragua: generando impacto para mejorar vidas: resultados recientes en proyectos de acceso a salud y energia de poblaciones vulnerables financiados por el grupo BID
Las zonas más apartadas y vulnerables de Nicaragua han sido particularmente afectadas por la falta de acceso a servicios de salud y al suministro de energía eléctrica. Ambos son desafíos en los que se ha venido trabajando, con apoyo del Grupo BID, para ofrecer mejores condiciones de vida a las personas. Este documento recoge, de manera breve, algunos de los datos más destacados al respecto, desde la mejor cobertura en materia de atención médica y una importante reducción en las muertes materno-infantiles, hasta el aumento en la cobertura eléctrica a partir de fuentes renovables de energía.

Territorial Framework for Inclusive, Sustainable, and Green Development of the Andean Amazon Region
The Amazon is one of the most complex and richest resources in the world. With its 5.5 million km2 of dense tropical forest and 7.9 million km2 of river basin, it is one of the most biodiverse and richest regions on the planet. In Bolivia, Colombia, Ecuador, Peru and Venezuela - the Andean Amazon Region (AAR) these 2.7 million km2 are also home to approximately 24.7 million people, including more than 200 known indigenous groups. Despite its advantages and the efforts invested, the AAR, its territory and population, continue to be exposed to a number of social, economic and conservation challenges. These challenges have not allowed a responsible use of this rich and diverse natural asset, contributing to a rapid process of deforestation, high levels of poverty and exclusion, and low levels of productivity. The question arising from these challenges is: How to promote an inclusive and sustainable development model that at the same time protects the environment and the natural capital of the AAR?. In order to respond to this question, this study conducts a development gap analysis for the AAR. The methodology uses a combination of quantitative and qualitative techniques to identify and measure development gaps in the territory, both at the sectoral and multisectoral levels, and proposes an intervention model based on networks and nodes. The analysis is based on the premise that development models in this region should focus efforts on three major areas that will make it possible to address the internal and external challenges of each country in a focused and efficient manner, leading to the closing of development gaps: 1. Taking responsible advantage of existing wealth, including the millenary knowledge of its population and territories; 2. Protecting the environment and natural resources; 3. Promoting an inclusive and green productive model. The results show that 85.6% of the population and 94% of the territory of the study experience at least one development gap. Regarding the area affected, gaps in access to drinking water, access to primary and secondary education in rural areas, and investment in green and inclusive activities are the most severe, involving 45.9%, 45.2% and 52.1% of the area, respectively. Whereas gaps related to investment in climate resilience, access to power substations, and investment in green and inclusive activities affect the largest number of people: 54%, 41.9% and 35.7% of the population, respectively.

Smart Spending for Health: Social Protection and Health Division Regional Policy Dialogue Report 2023
The "Smart Spending for Health" Regional Policy Dialogue, hosted by the IDB's Social Protection and Health Department in Washington D.C. from October 2-4, brought together more than 120 leaders to address the efficiency of health spending in Latin America and the Caribbean. In the face of fiscal constraints and increasing demands, the Dialogue highlighted the strategic allocation of health resources as a way to achieve health goals within existing budgets. With a focus on fostering collaboration between ministries of finance and health, the event navigated through optimizing spending on primary health care, health networks, hospitals and pharmaceuticals. This report summarizes the presentations and dialogues from the event, providing guidance for informed health policy development towards Universal Health Coverage.
