Identification of Climate Resilience Opportunities and Metrics in Financing Operations: A Technical Reference Document for IDB Project Teams
As development financiers strive to implement climate adaptation measures that are effective and consistent with countries climate-resilient development pathways in line with the Paris Agreement, there is an urgent and increasing need to reduce vulnerability to climate variability and climate change, ensure that development operations are climate-resilient, particularly promote development operations that build climate resilience, and to monitor and evaluate the success of these measures. Given this need, the objective of this document is to provide a general conceptual framework to guide IDB project teams from different sectors in how to identify climate resilience opportunities and define indicators at the project level that will facilitate the monitoring and assessment of climate resilience results. With the conceptual framework presented in this document, the IDB aims to (1) lay the conceptual foundations to seize climate resilience opportunities in development projects by presenting definitions and examples for climate resilience elements and capacities as a basis for a conceptual climate resilience metrics framework and (2) guide sectorial specialists in identifying output and outcome indicators to monitor climate resilience results at the project level and to later evaluate the effectiveness of implemented adaptation and climate resilience activities.

The story of New Orleans as a case study allows to learn lessons throughout its culturally significant history in the face of major threats, including natural disasters, infrastructure failures, and socio-economic inequity and instability. The application of urban resilience framework linked to examples of cultural heritage protection and development in the New Orleans Context opens the discussion towards the concept of Resilient Heritage and its importance for several historic cities of LAC.

10 Years School Construction in Haiti: Technical Learnings from a Multiple Construction Program
In the aftermath of the 2010 Haiti's earthquake, the Government of Haiti faced massive reconstruction needs in all sectors. As part of the response of the Government of Haiti to the massive reconstruction needs, from 2010 to 2020, the IDB designed a series of grant operations plus seven co-financings designed to support a wider School Reconstruction Program. These operations achieved the (re)construction of 90 public schools countrywide, which resulted in the creation of approximately 1,000 classrooms and 40,000 seats, providing a safer and comfortable learning environment for approximately 60,000 children each school year. The journey to complete the construction of the schools was not an easy one to achieve. From the onset, the education sector faced two big challenges: a technical one, how to design and build cost-efficient schools that are both hurricane and earthquake resistant; and an operational one: how to identify a strategy that permits to up-scale construction countrywide while assuring quality and controlling costs. This publication aims to present the lessons learned from the 10-year school construction program in Haiti.

The Future We Aim for: Towards a “360 Resilience” Development Paradigm for the Caribbean
This policy brief discusses strategic imperatives to build “360 resilience” in Caribbean countries. In this regard, it calls for a change of course in the region’s development trajectory and puts forward strategies to build resilience on several fronts: economic, fiscal, technological, social, environmental, and governance and institutional. Specifically, it argues for the following: (i) unlocking the economic potential of the Blue, the Green, and the Orange Economy; (ii) modernizing agricultural production and practices; (iii) strengthening fiscal governance; (iv) expanding the use of digital technologies; (v) building human and social capital; (vi) protecting environmental assets and reducing hazard and climate risks; and (vii) developing new governance and institutional models.
