Quality Mechanisms in Vocational Training
The overall objective of the proposed TC is to strengthen the quality control capacity of the INFP through the development of a system for the accreditation of vocational training centers and courses, the certification of competencies, and the management of information. The mechanisms and tools developed will be incorporated into the design of a lending operation on Vocational Training (HA 0017). This TC will work on two simultaneous fronts to achieve its overall objective. First, the TC aims to produce and test concrete mechanisms and tools for the accreditation of centers and courses and the certification of competencies. Second, the TC sets out to strengthen the regulatory and oversight capacities of the vocational training system through the creation and implementation of management information systems.

Public Consultations: Step by Step: 300 Regulatory and Legal Frameworks Applicable in Latin America and the Caribbean
This publication provides precise guidance on how to conduct public consultations with stakeholders. It also brings together more than 300 regulatory frameworks in Latin America and the Caribbean to conduct public consultations in the sectors of mining, fisheries, forestry, infrastructure, energy and environmental impact assessment system. Special treatment is given to the legislation and regulations applicable to the free, prior and informed consultation of the ILO 169 for indigenous peoples, including disaggregation for the same sectors previously mentioned.

Nuevas tecnologías para el empleo: beneficios de la implementación de servicios en el marco de una arquitectura empresarial: resumen ejecutivo
Los Servicios Públicos de Empleo (SPE) ofrecen herramientas a través de distintos canales, tanto a empleadores como a buscadores de empleo. La multiplicidad de servicios y canales, unida a procesos que en ocasiones no se encuentran adecuadamente mapeados, genera retos durante la implementación de sistemas digitales. El presente documento analiza la manera en la que el uso de la arquitectura empresarial puede brindar un marco para definir y representar una vista de alto nivel de los procesos de la organización y sus sistemas de tecnología de información (TI), así como su relación con diferentes partes de la organización y de entidades externas. Contar con una visión estratégica y un diseño de alto nivel permite establecer sistemas en fases y módulos, así como organizar servicios para mejorar la eficiencia y eficacia de los servicios. La publicación busca apoyar a los hacedores de política, directivos y funcionarios que trabajan con políticas de empleo a entender los beneficios de implementar una transformación digital exhaustiva en las instituciones y de hacerlo en el marco de una herramienta estratégica como lo es la arquitectura empresarial.

Independent Country Program Review Suriname 2016-2020
This Independent Country Program Review (ICPR) analyzes the IDB Group's country strategy (CS) and country program with Suriname during the 2016-2020 period. ICPRs assess the relevance of the Bank's CS and provide aggregate information on the program alignment and execution. If the available information allows it, ICPRs also report on progress toward achieving the objectives that the IDB Group established by the CS. This review by the Office of Evaluation and Oversight (OVE) is intended to provide the Boards of Executive Directors of the IDB and IDB Invest with useful information to analyze the country strategies submitted for their consideration.

Rethinking the Global Microscope for Financial Inclusion: 2021 Key Findings Report
The Global Microscope is a benchmarking index that has assessed the enabling environment for financial inclusion across 55 countries since 2007. This year, the Economist Impact team conducted an assessment of the index's existing data (2007-20) to understand the relationship between key financial inclusion enablers (i.e. policies, regulation and infrastructure) and financial inclusion outcomes. This report discusses the policies that have driven change, the priorities to keep in mind for the future, the tools that will help achieve these goals and the unique ways these priorities and tools apply across different parts of the financial system. Below we summarize our key findings: - A higher overall Global Microscope score showed a positive relationship with the number of accounts with formal financial institutions and mobile money providers among the population. - The Infrastructure domain had the strongest relation to account ownership, documenting the positive effects on inclusion from policies facilitating the expansion of payment systems, strong digital identification regimes, widespread connectivity, and robust credit information systems. The other four domains are Government and Policy Support, Stability and Integrity, Products and Outlets, and Consumer Protection. - Consumer Protection was also positively linked to the prevalence of bank accounts, underscoring the importance of measures to ensure that financial consumers are treated fairly across the range of distribution channels and products. - The magnitude and quality of regulatory implementation significantly impacts financial inclusion. Larger regulatory improvements were associated with increasingly larger gains in account ownership. * The opinions expressed in this work are those of the authors and do not necessarily reflect the views of the IDB, its Board of Directors or the countries they represent, nor of the MIF Donors Committee or the countries it represents.

Breve 24. The pharmaceutical price regulation in El Salvador
His policy brief is based on a webinar presented by Luis Alejandro Rivera, Chief of the Pricing Unit at the Dirección Nacional de Medicamentos (National Directorate of Medicines DNM) in El Salvador. The presentation was given on July 2019. Rising prices of medications are a global concern as healthcare expenditures soar and more patients are unable to access the medicines they need. El Salvador has managed to control and lower the price of prescription medicines for both innovator and generic medicines, while maintaining a well-functioning and cost-saving pharmaceutical market. This publication presents takeaways, such as price setting methods, the identification of appropriate market segments, and the introduction of online monitoring platforms, so that other policymakers may use them when introducing price regulation in their own pharmaceutical markets.

Inter-American Development Bank Quarterly Business Review: First Quarter 2022
The 2022 first quarter edition of the Quarterly Business Review (QBR) provides management with a status of the Bank's performance. The QBR reports on outputs, lending program priorities and organizational indicators on a quarterly basis to allow management to monitor progress in achieving corporate results. This periodic monitoring supports evidence-based decision making and allows for timely identification of deviations from targets and enables effective implementation of measures to address them. The Quarterly Business Review (QBR) provides an overview of the IDB's performance on sovereign-guaranteed outputs and lending program priorities. The QBR identifies trend deviations from IDB portfolio targets to support Bank management efforts to identify and implement corrective measures. This edition compiles data for the first quarter of 2022.

Independent Country Program Review (ICPR) Implementation Guidelines
These Guidelines seek to provide greater clarity on how OVE will conduct Independent Country Program Reviews (ICPRs), a periodic product introduced through the approval of OVE's Country Product Protocol by the Boards. The purpose of this document is to provide transparency to the Boards, country authorities, and IDB and IDB Invest Management on the methods, tools and processes used by OVE in the ICPRs, and to foster consistency in their preparation. The Guidelines are the exclusive responsibility of OVE, in compliance with the Boards' mandate of conducting ICPRs under the conditions and principles approved in the Protocol. It is expected that the systematization introduced by the Guidelines will also contribute to internal and external training activities, and to extracting common lessons across countries.
