Inter-American Development Bank Quarterly Business Review: First Quarter 2022
The 2022 first quarter edition of the Quarterly Business Review (QBR) provides management with a status of the Bank's performance. The QBR reports on outputs, lending program priorities and organizational indicators on a quarterly basis to allow management to monitor progress in achieving corporate results. This periodic monitoring supports evidence-based decision making and allows for timely identification of deviations from targets and enables effective implementation of measures to address them. The Quarterly Business Review (QBR) provides an overview of the IDB's performance on sovereign-guaranteed outputs and lending program priorities. The QBR identifies trend deviations from IDB portfolio targets to support Bank management efforts to identify and implement corrective measures. This edition compiles data for the first quarter of 2022.

Fiscal Impact of PPPs in Latin America and the Caribbean
Os Documentos de Discusso PPP Américas 2021 compem uma série de textos desenvolvidos em preparaço à décima ediço do PPP Américas. O evento é o maior fórum sobre Parcerias Público Privadas (PPP) na América Latina e no Caribe (ALC) e é organizado a cada dois anos pelo Banco Interamericano de Desenvolvimento (BID). Motivados pelo PPP Américas 2021, foram reunidos oito grupos temáticos, com especialistas, profissionais, consultores e acadmicos envolvidos diretamente na preparaço, identificaço, estruturaço e gesto de projetos de infraestrutura no formato de PPPs nos países da regio. Sob coordenaço dos especialistas do BID, os grupos revisaram os mais atuais temas de interesse no mbito das parcerias para infraestrutura econmica e social, com o objetivo de trocar experincias e debater casos de sucesso e liçes aprendidas. Este documento “Impacto Fiscal das PPPs na América Latina e no Caribe”, reúne as principais concluses e recomendaçes discutidas pelo grupo e busca contribuir para a consolidaço de um ambiente de troca de conhecimento sobre infraestrutura e PPPs na regio, oferecendo uma discusso ampliada sobre o impacto fiscal dos projetos de PPP na América Latina e no Caribe.

Electrokit: Power Utility Toolkit-The Overview: Best Practices in Electric Power Distribution Companies in the Latin America and Caribbean Region
The Electrokit is an initiative created by the IDB to strengthen transformation and continuous improvement of electric utilities in the LAC region. It follows international standards that characterize and evaluate utilities based on indicators and best practices. The Electrokit is organized in 16 activities that are common to most electricity utilities. The aim of the toolkit is to provide power utilities, policy and decision-makers access to best practices, current trends, and expertise to: (i) identify challenges, develop a strategy and action plan for addressing them; and (ii) support utilities to be more sustainable, efficient, improve customer experience and accelerate innovation to stay ahead of the rapidly sector transformation. The Overview presents the main objectives of the toolkit, the structure of its areas and activities, and a guide on how companies could design an action plan.

Growth Recoveries (from Collapses)
This paper analyzes the behavior of a long list of economic variables during episodes of recovery from an economic collapse. A set of stylized facts is proposed so as to depict what in this work is called \saygrowth recoveries. Through different estimation techniques, it is inferred under which conditions and policies the likelihood of experiencing a growth recovery increases. The results of the paper indicate that collapses tend to occur in countries with high dependence on natural resource rents, macroeconomic mismanagement, low levels of democratic accountability and rule of law and high levels of conflict. Recoveries, on the other hand, tend to be longer than collapses and are more likely to occur in contexts of: improved external conditions, less natural resource rents, balanced fiscal accounts, where the exchange rate corrects but within a more fixed exchange rate regime and a more restricted financial account, and where there are: rebounds in private consumption, increases in international trade and improvements on property rights.

The Role of Agents and the Nature of Limitations in the Performance of Development Projects
Development practitioners aspire to improve lives, but achieving results is challenging. What prevents operations from achieving their objectives? Answering this question is critical to promote success. This Discussion Paper proposes to analyze operations first to identify if they faced limitations to effectiveness, then to identify which key stakeholders faced those limitations, and finally, whether such limitations were exogenous. Such an approach may strengthen accountability and learning. An analysis of 62 project completion reports evaluated in 2022 by the Inter-American Development Bank shows that success was contingent upon critical agents performance and the influence of exogenous factors. Four in 10 operations that failed had agents other than the executing agency face challenges. The same share of operations had agents face limitations derived from the project environment or third-party inputs beyond their control. Despite limitations, the proposed framework may provide insights for future work that promotes effectiveness.
