Revisión independiente del Programa de País Guatemala 2017-2020
Esta Revisión Independiente de Programa del País (ICPR, por sus siglas en inglés) abarca la Estrategia del Banco con el País (EBP) y el programa de Guatemala durante el período 2017-2020. Las ICPRs evalúan la relevancia de la EBP y proporcionan información agregada sobre el alineamiento y la ejecución del programa. Si la información disponible lo permite, las ICPR también reportan sobre los avances hacia el logro de los objetivos que el Grupo BID se planteó alcanzar en su EBP. Con este producto OVE busca ofrecer información a los Directorios Ejecutivos del BID y BID Invest que sea de utilidad para el análisis de las EBPs que se presenten para su consideración.

Inter-American Development Bank Quarterly Business Review: First Quarter 2022
The 2022 first quarter edition of the Quarterly Business Review (QBR) provides management with a status of the Bank's performance. The QBR reports on outputs, lending program priorities and organizational indicators on a quarterly basis to allow management to monitor progress in achieving corporate results. This periodic monitoring supports evidence-based decision making and allows for timely identification of deviations from targets and enables effective implementation of measures to address them. The Quarterly Business Review (QBR) provides an overview of the IDB's performance on sovereign-guaranteed outputs and lending program priorities. The QBR identifies trend deviations from IDB portfolio targets to support Bank management efforts to identify and implement corrective measures. This edition compiles data for the first quarter of 2022.

Independent Country Program Review Suriname 2016-2020
This Independent Country Program Review (ICPR) analyzes the IDB Group's country strategy (CS) and country program with Suriname during the 2016-2020 period. ICPRs assess the relevance of the Bank's CS and provide aggregate information on the program alignment and execution. If the available information allows it, ICPRs also report on progress toward achieving the objectives that the IDB Group established by the CS. This review by the Office of Evaluation and Oversight (OVE) is intended to provide the Boards of Executive Directors of the IDB and IDB Invest with useful information to analyze the country strategies submitted for their consideration.

Electrokit: Power Utility Toolkit-The Overview: Best Practices in Electric Power Distribution Companies in the Latin America and Caribbean Region
The Electrokit is an initiative created by the IDB to strengthen transformation and continuous improvement of electric utilities in the LAC region. It follows international standards that characterize and evaluate utilities based on indicators and best practices. The Electrokit is organized in 16 activities that are common to most electricity utilities. The aim of the toolkit is to provide power utilities, policy and decision-makers access to best practices, current trends, and expertise to: (i) identify challenges, develop a strategy and action plan for addressing them; and (ii) support utilities to be more sustainable, efficient, improve customer experience and accelerate innovation to stay ahead of the rapidly sector transformation. The Overview presents the main objectives of the toolkit, the structure of its areas and activities, and a guide on how companies could design an action plan.

Evaluación del Programa de País: Costa Rica 2015-2018
Como parte de su programa anual de trabajo 2018-2019, la Oficina de Evaluación y Supervisión (OVE) del Banco Interamericano de Desarrollo (BID) ha evaluado el Programa de país con Costa Rica 2015-2018. Esta es la quinta Evaluación del Programa de País (CPE) independiente realizada por OVE, la cual proporciona una mirada independiente al programa del Banco con el país. Costa Rica cuenta con un entorno político estable, ha tenido un crecimiento sólido y una inflación moderada, y aspira unirse al grupo de los países más desarrollados del mundo. Esta evaluación sirve como una aportación para la nueva Estrategia de País (EP), que el BID y BID Invest están preparando actualmente.

Business Surveys on the Impact of COVID-19 on Jamaican Firms
The datasets come from two surveys of Jamaican businesses conducted between May and June 2020. Two sets of self-administered surveys were conducted using Survey Monkey. A very small sample of financial institutions was surveyed to gain perspective on the challenges facing financiers as a result of the pandemic, and their efforts to respond to such challenges. Nine financial institutions completed this survey, and the results were used to complement the information derived from the second and major survey. The second survey targeted non-financial businesses operating in Jamaica. The sample of firms was selected from a list of all registered Jamaican firms, obtained from the Companies Office of Jamaica. A stratified random sample was used based on firm type, region, and sector. Some firms may have also participated in the study through contact made by their respective affiliations, which were approached to endorse the study and encourage their members to engage. A total of 390 firms completed the second survey. A significant degree of representation was achieved across size, type and age of business, sector and location of operation. Good gender representation was also achieved.

The Role of Agents and the Nature of Limitations in the Performance of Development Projects
Development practitioners aspire to improve lives, but achieving results is challenging. What prevents operations from achieving their objectives? Answering this question is critical to promote success. This Discussion Paper proposes to analyze operations first to identify if they faced limitations to effectiveness, then to identify which key stakeholders faced those limitations, and finally, whether such limitations were exogenous. Such an approach may strengthen accountability and learning. An analysis of 62 project completion reports evaluated in 2022 by the Inter-American Development Bank shows that success was contingent upon critical agents performance and the influence of exogenous factors. Four in 10 operations that failed had agents other than the executing agency face challenges. The same share of operations had agents face limitations derived from the project environment or third-party inputs beyond their control. Despite limitations, the proposed framework may provide insights for future work that promotes effectiveness.
