The objective is to support the execution and implementation of the policy measures by the GoE toward a just energy transition and the promotion of investments in Ecuador's energy sector. The specific objectives are: (i) to support a series of actions to achieve an orderly, fair, and inclusive energy transition, including (a) building capacity and developing skills about the energy transition in public and private sector actors, and tools to reach agreements between the actors that intervene in territories with energy activities, (b) developing a strategy to eliminate barriers to investment in the energy transition and identify opportunities in the value chain, from mining production to renewable energy generation, (c) strengthening planning tools for expanding the electricity transmission sector during the energy transition, and (d) developing efficient business schemes to create an investment plan for providing clean and affordable electricity to communities currently lacking such services; (ii) to design and implement pilot projects with microgrid solutions, individual solar energy systems, and other decentralized energy solutions, providing local technical training programs on rural and indigenous communities focused on isolated territories in the Amazon, and evaluating the sustainability of the projects; and (iii) to implement gender and disability strategies and actions, including: (a) workplace capacity building, (b) supporting community economic empowerment projects and cooking alternatives with a focus on women's access to energy in Amazonian territories, and (c) implementing infrastructures and innovations for women and people with disabilities in the energy sector, in accordance with the actions of the National Government.
