Combatting Tax Evasion and Increasing Financial Transparency in the Time of COVID19: The Case of Paraguay
Reducing tax evasion is one of the main objectives of countries, especially less developed countries with fewer resources. The literature has studied various tools to deal with tax evasion, but the results have been inconclusive. In addition, most of the evidence comes from developed countries. To contribute to addressing this gap, this study presents evidence on the impact of audit programs on the reduction of tax evasion in Paraguay. Using the synthetic difference-in-differences methodology, the study evaluates the effect of the audits on declared sales, the reduction of purchases, and the payment of taxes by firms during the 20182019 period. In addition, results are presented on the use of a tax dashboard that identifies discrepancies in declarations by firms. The findings show that the audits are effective in addressing tax evasion, and that the dashboard can orient criteria for more efficient fiscal control, which is particularly important during the time of COVID 19. It is thus shown that in less developed countries, governmental auditing activities are key to improving tax collection.

Productive Development Policies in the Mining Value Chain: Policy Opportunity and Alignment
Natural resources are an important source for development, and Latin America is one of the regions with the highest endowment. This calls for a reconsideration of resource-based development. Ambitious countries are moving toward high-value activities and more diversified economies to continue moving up the development ladder. In this sense, the resurgence of industrial policy can correct market failures and lead to the implementation of mission-oriented policies. This document analyzes opportunities to design and implement integrated policies through a revised taxonomy of mining-related policies, applying it to Australia, South Africa, and Chile. The mining sector has been a fertile field, characterized by high technology niches, growth, and innovation. Demand and supply policies can shape the path for development within the sector and across the economy due to the potential of vertical and horizontal linkages.

Innovation and Competitiveness in Mining Value Chains: The Case of Argentina
Argentina tiene un extraordinario potencial minero, con importantes cantidades de recursos geológicos no explorados ni explotados. A pesar de este potencial, el sector minero no energético sigue siendo de pequeña escala, pues solo representa el 0,5% del PIB y el 3,0% del total de las exportaciones, y se concentra principalmente en unas pocas regiones del país. Este documento estudia la cadena de valor de la minería metálica en Argentina, en particular las oportunidades y los retos que encuentran las empresas nacionales para participar en ella. Ofrece recomendaciones de políticas que pueden ayudar a mejorar las posibilidades de que estas empresas entren y luego se expandan, crezcan y diversifiquen sus clientes y mercados.

Effects of Innovation on Employment: An Analysis at the Firm Level in Bolivia
This study quantifies the impact of process and product innovation on employment growth in Bolivia by using microdata from a survey on innovation conducted in Bolivia in 2016. Following the model of Harrison, Jaumandreu, Mairesse, and Peters (2008) and the adaptations for Latin America of Crespi and Tacsir (2013) and Elejalde, Giuliodori, and Stucchi (2015), we demonstrate that employment growth is explained by product innovation. On the other hand, we find no evidence of a displacement effect due to process innovation. With respect to innovation and work composition, we observe that the reation of qualified employment is slightly favored over that of unqualified employment.

Políticas para el financiamiento de cadenas de valor: lecciones aprendidas para intervenciones frente al COVID-19
La pandemia del COVID-19 ha provocado una profunda crisis macroeconómica mundial con caídas históricas en las actividades económicas. Esto ha llevado a la necesidad de ofrecer financiamiento inmediato a empresas para asegurar su supervivencia ante la crisis y para evitar la caída del empleo y la destrucción del tejido productivo de los países. En este escenario, se debe prestar particular atención a las políticas públicas de acceso al crédito y al mercado de capitales. El Banco Interamericano de Desarrollo (BID) introdujo en los últimos años un rasgo innovador en sus programas de cadenas productivas que ha traído resultados positivos. Dicho rasgo consiste en combinar diversos instrumentos de asistencia técnica dirigidos a clusters y sectores con fondos destinados a fomentar una mayor asistencia crediticia a las micro, pequeñas y medianas empresas (mipyme). Este documento aborda la problemática del diseño de políticas de desarrollo productivo, en particular aquellas orientadas al financiamiento de mipyme, para luego analizar las lecciones aprendidas de tres programas de financiamiento de cadenas productivas ejecutados por el BID. A partir de este análisis, y tomando en cuenta el impacto de la pandemia del COVID-19 tanto a nivel macroeconómico como entre sectores, este documento propone un conjunto de intervenciones defensivas y constructivas para facilitar el acceso al financiamiento de mipyme. De igual manera, se describen los instrumentos financieros más adecuados de acuerdo con las necesidades y perfil de riesgo de las cadenas involucradas.

En este documento, se encuentra la información sobre cómo acceder al Chequeo Digital en los países de América Latina y el Caribe. El Chequeo Digital es una herramienta que permite a las micro, pequeñas y medianas empresas (mipymes) medir su nivel de madurez digital, obteniendo resultados inmediatos y recomendaciones personalizadas, para aumentar su adopción tecnológica y el fomento de habilidades digitales. Los beneficios que esta herramienta presenta son recomendaciones personalizadas para la transformación digital, mejora de habilidades digitales de las mipymes, facilita la articulación con la oferta de recursos disponibles localmente y otorga información para comparar el progreso de digitalización.
