The program is consistent with the Bank's strategy (GN-2327-1, GN-2570 and the Country Strategy), defined by four areas: (i) productivity and infrastructure; (ii) Social and Productive Inclusion; (iii) Institutional Strengthening and Modernization of the State, with emphasis on subnational governments. The program contributes to the strategy by (a) improving access to productive regions; (b) improving the conditions of productivity and exports; (c) reduces the number and severity of road accidents; and (d) improve institutional capacity in the State highway administration. The program is consistent with two of the pillars of the new corporate strategy of the Bank (AB-2764): (i) reducing poverty and increasing equity by reducing transportation costs and easier access to employment opportunities , education and social services; and (ii) contribution to regional integration by providing better access from the productive areas of the country to export ports.

Infraestructura física y logística para la integración regional y el fortalecimiento de las cadenas de valor en los países andinos
En el 2021, el Grupo de Infraestructura de Integración de la División de Transporte coordinó con los especialistas sectoriales el desarrollo de cuatro notas técnicas que consisten en un análisis de la infraestructura física y logística existente en Centroamérica, Países Andinos, Cono Sur y el Caribe para determinar inversiones necesarias que cierren las brechas de infraestructura en cada una de estas regiones. Se estudiaron las principales cadenas de valor y sectores productivos de valor agregado que son catalizadas por infraestructuras de transporte, teniendo en cuenta las perspectivas de comercio extra e intrarregionales. Asimismo, se identificaron proyectos de infraestructura de integración clave para fortalecer dichas cadenas de valor, así como se prefiguraron prioridades estratégicas para el desarrollo de una logística que abone a la recuperación económica de la región.
