Education Quality Improvement Program (EQIP) II
The main objective of EQIP II is to improve the quality and gender equity of education at the primary and secondary levels, with a special focus on innovation in Science Technology Engineering Arts and Mathematics (STEAM) education. This general objective will be pursued by achieving the following specific objectives: (i) Improve the quality of primary school teachers by expanding the inquiry- and problem-based learning approach; (ii) Improve the quality of secondary education teachers by improving teaching practices with a focus on student-centered science and mathematics learning; and (iii) promote gender-sensitive STEAM teaching

El enfoque de la valla de la calidad: una aplicación a estudios de caso en la Región Andina
A pesar del potencial de las mypes para contribuir a la productividad y al empleo de calidad, muchas de ellas permanecen en un estado intermedio, sin lograr una modernización sustancial. Están atrapadas detrás de una “valla de la calidad” (Sabel & Ghezzi, 2021) que encapsula una serie de requisitos y estándares necesarios para su integración efectiva en cadenas de valor modernas. Revisamos los resultados de una serie de estudios de caso que examinan las vallas de la calidad en varios sectores de mypes en la región andina. Estos resultados muestran que estas vallas existen no solo en sectores de bienes, como la agricultura, sino que también están presentes en los sectores de servicios, que representan la mayoría de las mypes en la región. Además, los casos demuestran que las variables que explicarían esas vallas pueden categorizarse en tres grupos principales: (a) limitaciones en habilidades y conocimientos especializados; (b) desafíos en la aglomeración y articulación necesarias para alcanzar escalas de mercado eficientes; y (c) restricciones financieras que impiden inversiones cruciales. Estos desafíos persisten debido a fallas, tanto de Estado como de mercado, que se manifiestan en una regulación ineficiente, deficiencias educativas y de infraestructura, y una insuficiente difusión de conocimientos y tecnologías. Ante estos hallazgos, sugerimos la aplicación de políticas correctivas que cumplan un papel decisivo en facilitar la modernización de las mypes. Las fallas de Estado requieren de políticas para aumentar la eficiencia del sector financiero y reducir los costos de la formalidad, así como para racionalizar los estándares a las realidades de los mercados de las mypes y mejorar la coordinación y focalización de infraestructura y formación. Las fallas de mercado también implican un rol para el Estado, que consiste en aumentar la transferencia de capacidades y tecnología, y, en particular, promover la articulación y aglomeración, lo cual se puede lograr tanto directamente (por ejemplo, con programas como los CITE de Perú) como indirectamente, subsidiando una parte a través del sector privado. Las intervenciones políticas bien diseñadas y enfocadas pueden cumplir un papel prioritario para superar las vallas de la calidad y contribuir a transformar las mypes para orientarlas hacia la modernización.
