Independent Country Program Review (ICPR) Implementation Guidelines
These Guidelines seek to provide greater clarity on how OVE will conduct Independent Country Program Reviews (ICPRs), a periodic product introduced through the approval of OVE's Country Product Protocol by the Boards. The purpose of this document is to provide transparency to the Boards, country authorities, and IDB and IDB Invest Management on the methods, tools and processes used by OVE in the ICPRs, and to foster consistency in their preparation. The Guidelines are the exclusive responsibility of OVE, in compliance with the Boards' mandate of conducting ICPRs under the conditions and principles approved in the Protocol. It is expected that the systematization introduced by the Guidelines will also contribute to internal and external training activities, and to extracting common lessons across countries.

Inter-American Development Bank Quarterly Business Review: First Quarter 2022
The 2022 first quarter edition of the Quarterly Business Review (QBR) provides management with a status of the Bank's performance. The QBR reports on outputs, lending program priorities and organizational indicators on a quarterly basis to allow management to monitor progress in achieving corporate results. This periodic monitoring supports evidence-based decision making and allows for timely identification of deviations from targets and enables effective implementation of measures to address them. The Quarterly Business Review (QBR) provides an overview of the IDB's performance on sovereign-guaranteed outputs and lending program priorities. The QBR identifies trend deviations from IDB portfolio targets to support Bank management efforts to identify and implement corrective measures. This edition compiles data for the first quarter of 2022.

Independent Country Program Review Suriname 2016-2020
This Independent Country Program Review (ICPR) analyzes the IDB Group's country strategy (CS) and country program with Suriname during the 2016-2020 period. ICPRs assess the relevance of the Bank's CS and provide aggregate information on the program alignment and execution. If the available information allows it, ICPRs also report on progress toward achieving the objectives that the IDB Group established by the CS. This review by the Office of Evaluation and Oversight (OVE) is intended to provide the Boards of Executive Directors of the IDB and IDB Invest with useful information to analyze the country strategies submitted for their consideration.

Electrokit: Power Utility Toolkit-The Overview: Best Practices in Electric Power Distribution Companies in the Latin America and Caribbean Region
The Electrokit is an initiative created by the IDB to strengthen transformation and continuous improvement of electric utilities in the LAC region. It follows international standards that characterize and evaluate utilities based on indicators and best practices. The Electrokit is organized in 16 activities that are common to most electricity utilities. The aim of the toolkit is to provide power utilities, policy and decision-makers access to best practices, current trends, and expertise to: (i) identify challenges, develop a strategy and action plan for addressing them; and (ii) support utilities to be more sustainable, efficient, improve customer experience and accelerate innovation to stay ahead of the rapidly sector transformation. The Overview presents the main objectives of the toolkit, the structure of its areas and activities, and a guide on how companies could design an action plan.

Evaluación extendida del programa de país Costa Rica 2015-2022
Este documento presenta la evaluación de la Oficina de Evaluación y Supervisión (OVE) sobre el Programa de País (PP) del Grupo BID (GBID) con Costa Rica en el período 2015-2022, lo que corresponde a dos periodos de planificación estratégica. Esta es la sexta evaluación independiente que realiza OVE del programa del GBID en Costa Rica. Las anteriores cubrieron los periodos 1990-2001; 2002-2006; 2006-2010, 2011-2014 y 2015-2018. La presente evaluación examina la relación del Banco con Costa Rica para un período extendido. Según consta en el Protocolo para Productos de País de OVE, las Evaluaciones Extendidas de Programa de País (XCPE), como ésta, son evaluaciones independientes de las dos últimas Estrategias del Banco con el País (EBP) y el PP correspondiente, y su principal función es evaluar la relevancia, efectividad y sostenibilidad de la EBP y el PP. Las XCPE se enfocan tanto en la rendición de cuentas como en el aprendizaje, y su propósito es proveer tanto al Directorio como a la Administración del Banco Interamericano de Desarrollo (BID) y BID Invest una evaluación del desempeño del GBID en el país y de su PP, y compartir lecciones aprendidas de cara al apoyo futuro del Banco y, en especial, a la próxima EBP. Las XCPE emiten recomendaciones que se espera mejoren la siguiente EBP y PP. La evaluación del Programa de País examina el diseño, la implementación y los resultados de las operaciones que forman parte del PP con Costa Rica entre 2015 y 2022, teniendo en cuenta el contexto nacional y los documentos estratégicos aplicables. Para ello, OVE analizó datos del país, estudió documentos de proyecto y realizó entrevistas (de forma virtual y presencial) con las autoridades del país, las unidades ejecutoras de proyectos, el sector privado, representantes de otras agencias de desarrollo, y personal del GBID en la Representación del Banco y en la Sede. Además, OVE realizó una misión al país en junio de 2023. OVE agradece la participación y colaboración de estas contrapartes que posibilitaron un intercambio enriquecedor de información y un acceso razonable a la verificación de resultados del programa.

The Role of Agents and the Nature of Limitations in the Performance of Development Projects
Development practitioners aspire to improve lives, but achieving results is challenging. What prevents operations from achieving their objectives? Answering this question is critical to promote success. This Discussion Paper proposes to analyze operations first to identify if they faced limitations to effectiveness, then to identify which key stakeholders faced those limitations, and finally, whether such limitations were exogenous. Such an approach may strengthen accountability and learning. An analysis of 62 project completion reports evaluated in 2022 by the Inter-American Development Bank shows that success was contingent upon critical agents performance and the influence of exogenous factors. Four in 10 operations that failed had agents other than the executing agency face challenges. The same share of operations had agents face limitations derived from the project environment or third-party inputs beyond their control. Despite limitations, the proposed framework may provide insights for future work that promotes effectiveness.
