La política de garantía de créditos como acceso a financiación en la crisis del Covid
Previo a la crisis producto de la pandemia del Covid-19, el acceso al financiamiento ya era uno de los obstáculos más importantes para las micro, pequeñas y medianas empresas (MIPYMES). Como consecuencia de la crisis, este problema es aún mayor. Para hacer frente a este desafío, las autoridades de los diversos países han empleado herramientas de política monetaria y financiera con el objetivo de impedir una fuerte contracción del crédito, como la bajada de las tasas de referencia, inyecciones de liquidez o flexibilización regulatoria. Sin embargo, ante el aumento de la incertidumbre, las autoridades de muchos países se han embarcado en programas de garantías de crédito, especialmente, aunque no solo, orientadas a las MIPYMES y, en algunos casos, también a sectores especialmente vulnerables en esta crisis. La idea que subyace a estos programas ha sido preservar los incentivos de las entidades bancarias para mantener el crédito, aprovechando su experiencia y conocimiento. Su funcionamiento es, en principio, simple: el gobierno garantiza al banco recuperar un cierto porcentaje de la deuda si el prestatario entra en bancarrota, normalmente a cambio del pago de una prima anual sobre la parte garantizada. No obstante, para ser efectivo deben diseñarse varios elementos clave, como los participantes, el monto del programa, el porcentaje de cobertura o el precio de la garantía. Precisamente, en este trabajo busca analizar los elementos principales de diversas experiencias internacionales en la puesta en marcha de líneas de garantía de créditos surgidos a raíz de la crisis del Covid-19; lista que no pretende ser exhaustiva ni en cuanto a la cobertura de países ni respecto a las características de los programas. Su objetivo es mostrar los principales elementos y dejar constancia del importante papel que han desempeñado en esta crisis.
