Financial Development, Growth, and Inequality: The Role of Institutions in Latin America and the Caribbean
This publication explores the relationships between institutions, financial development, and income inequality. It assesses the extent of reforms that can promote financial development and argues that institutional improvements capable of increasing financial development can simultaneously mitigate income inequality. This work, focusing on the Latin American and Caribbean region, uses a broad set of measures of financial development, financial institutions, and capital markets. It employs a comprehensive set of inequality indicators and income definitions, as well an econometric model of the financial possibility frontier, to demonstrate that institutions contributing to financial development also help reduce income inequality.

Research Insights: How Can Macro-Prudential Policy Control the Impact of Cross-Border Bank Flows on Emerging Market Economies?
Advanced economies (AEs) transmit economic crisis to Emerging Market Economies (EMEs) through cross-border bank flows, impacting their output, credit, and assets prices. Empirical evidence suggests that the transmission of the crisis from AEs to EMEs is higher in the absence of macro-prudential policy. A macro-prudential policy in the form of a levy on EMEs banks, when credit grows faster than deposits, reduces the propagation of AEs crisis to EMEs: the consumption drop is 12 percent lower, and the reaction of the labor market smoother, so consumers are better off with the policy than without it.

Opportunities and Challenges for Agrifood Trade Between Central American Integration System and Caribbean Community Countries
This study responds to the proposal made by the Secretariat of the Central American Agricultural Council (SECAC) and the Secretariat for Central American Economic Integration (SIECA) on the need to promote spaces for integration in the area of agrifood trade between Central America and the Caribbean. It is a joint work between the Food and Agriculture Organization of the United Nations (FAO) and the Inter-American Development Bank (IDB) in the search for possible trade solutions to the food security crisis, the need to generate greater employment opportunities, economic recovery and, in general, achieve better living conditions for the Central American and Caribbean population. The document is organized into six sections: introduction; an abbreviated analysis of agrifood trade trends at the global level and between the two subregions; market access conditions between the two regions; a section defining the coverage and methodology used for the research; identification of products with trade potential; the major limitations and challenges in taking advantage of these opportunities; and, finally, the conclusions and public policy recommendations to help overcome the challenges and contribute to the goal of greater and better food security.

Beyond Leakages: Quantifying the Effects of Corruption on the Water and Sanitation Sector in Latin America and the Caribbean
The importance of transparency and governance as determinants of efficiency, effectiveness, and quality of service undoubtedly occupy a key place among the most relevant lessons learned from the reforms implemented in the Water and Sanitation sector (W&S) in Latin America and the Caribbean in the last two decades. In order to support data-driven policy reform aimed at increasing efficiency in public investments, the present analysis focuses on estimating direct financial costs in terms of contract award prices and direct social costs in terms of project delivery quality (measured as frequency of delays and cancellations). The following questions are explored: i) What are the scale and types of corruption affecting W&S services?; ii) What is the effect of corruption in terms of tender completion?; iii) What is the financial impact of corruption for W&S services providers, such as high cost of infrastructure development? Considering limitations of data and measurement, the analysis suggests that a decisive policy reform reducing risks by about two-thirds (aggressive scenario) could result in substantial savings across the sector: 7-16% of prices for standardized (e.g. chairs) as well as unique goods (e.g. pipes), and 10-19% lower incidence of cancellations and delays. While these may sound modest in percentage terms, total savings from effective anticorruption reforms are substantial, given the high value of total spending in the sector.

¿Cómo serán los futuros ecosistemas de emprendimiento en la pospandemia?: tendencias y escenarios en América Latina
En tiempos de crisis sólo la imaginación es tan importante como el conocimiento. Nunca más vigente que hoy esta frase de Albert Einstein, cuando los emprendedores, los gobiernos y las demás organizaciones de los ecosistemas de emprendimiento e innovación enfrentan desafíos inéditos. Además de atender el presente, estos desafíos incluyen la necesidad de construir el futuro de la pospandemia. En este contexto, el presente estudio busca aportar elementos orientadores tanto para el pensamiento estratégico como para la acción. ¿Cómo serán los ecosistemas del mañana? ¿Qué tipo de oportunidades se abren? ¿Estará el talento necesario y los apoyos requeridos disponible para capitalizarlas? ¿Qué pasará con las políticas de emprendimiento? ¿Y con las organizaciones de soporte y los inversionistas? Para responder a estos interrogantes se realizó primero una consulta a una serie de grupos de expertos a nivel global que fue complementada a nivel de América Latina con una encuesta a 150 referentes de ecosistemas. Lejos de pretender una proyección de escenarios, los resultados que se presentan aportan un análisis de las expectativas compartidas por actores clave. Se trata sin duda de un material de interés para estimular el debate en torno a la construcción de escenarios, un ejercicio muy necesario tanto para los hacedores de políticas como para los inversionistas, las organizaciones de soporte, los centros de formación e investigación y los mismos emprendedores.
