VINCULACIÓN DE LOS PAGOS DE PROTECCIÓN SOCIAL CON EL
La finalidad de este programa es ampliar la disponibilidad de productos y servicios financieros dirigidos a las poblaciones de bajos ingresos. Su propósito consiste en formular la justificación empresarial para desarrollar e implementar productos de ahorro líquido y programado dirigidos a aquellas personas que reciben transferencias condicionadas u otros pagos de protección social en América Latina y el Caribe. Se prevé que los efectos directos del programa sean: (i) 136.000 beneficiarios de transferencias condicionadas con acceso a cuentas de ahorro líquido o programado; (ii) otras 45.000 personas de bajos ingresos con acceso a las mismas por primera vez, y (iii) 14 instituciones financieras ofreciendo cuentas de ahorro líquido para transacciones y/o de ahorro programado para la acumulación de capital.

Can a Budget Recording Tool Teach Financial Skills to Youth?: Experimental Evidence from a Financial Diaries Study
We study the impact of a mobile app to record daily financial transactions, coupled with enumerator monitoring visits every two weeks, on youths' investment in financial literacy and financial behavior. The treatment led to a positive and statistically significant effect on financial literacy scores and greater awareness of market prices. Youth in the treatment group experienced significant improvements in access to credit. These effects persist eight months after the intervention is over.

Há esforços crescentes para promover o investimento verde com novos instrumentos nanceiros. No entanto, a velocidade com que os mercados tm adotado esses instrumentos tem sido limitada pela heterogeneidade e falta de informaçes sistemáticas para avaliar o quo verdes so os investimentos. O BID desenvolveu uma plataforma padro para estruturar, avaliar e monitorar projetos de investimento em ecincia energética e geraço distribuída com desempenho energético garantido. A plataforma procura preencher esta lacuna e estimular a modernizaço tecnológica, promovendo investimentos em tecnologias mais ecientes, onde a economia ou a geraço de energia so garantidas, graças à combinaço de contratos de performance, processos de validaço e seguros usados como mecanismo de mitigaço de riscos. A plataforma inclui uma ferramenta para estimar a economia ou energia do projeto proposto, listas de controle para a validaço e vericaço de desempenho e um formato para monitorar os resultados, uma vez implementado. A ferramenta para estimar a economia ou a energia gerada por um projeto segue a lógica de estabelecer uma linha de base, e, ento, determinar o impacto da nova tecnologia por meio de melhorias nos índices de desempenho ou geraço, seguindo as diretrizes técnicas da família de normas internacionais da série ISO 50000. Este documento apresenta os aspectos conceituais e práticos da plataforma, inclui protocolos para 12 tecnologias aplicáveis a projetos novos e substitutos, e apresenta exemplos para trs projetos especícos. Os principais usuários da plataforma so fornecedores de tecnologia, entidades de validaço, entidades nanceiras e seguradoras.

The Promises of Digital Bank Accounts for Low-income Individuals
The push for adopting digital modes of payment rests on three promises: increased efficiency of transactions, increased financial inclusion, and improvements in the financial well-being of low-income individuals. We experimentally test the extent to which these promises are fulfilled. We exploit the random assignment into an intervention to encourage direct deposits of recurrent government benefits into digital bank accounts in Colombia. Switching from cash to direct deposits reduces disbursement errors and increases access to benefits among eligible beneficiaries. It also increases the ownership of bank accounts, the demand for formal loans, and loan take-up among individuals without a financial history. However, we do not find evidence of improvements in financial well-being across any of our metrics.

Taxation when Markets are not Competitive: Evidence from a Loan Tax
We study the interaction of market structure and tax-and-subsidy strategies utilizing pass-through estimates from the unexpected introduction of a loan tax in Ecuador, a quantitative model, and a comprehensive commercial-loan dataset. Our model generalizes bank competition theories, including Bertrand-Nash competition, credit rationing, and joint-maximization. While we find the loan tax is distortionary, neglecting the possibility of non-competitive lending inflates estimated tax deadweight loss by 80% because non-competitive banks internalize some of the burden. Conversely, subsidies are less effective in non-competitive settings. If competition were stronger, tax revenue would be 10% lower. The findings suggest that policymakers should consider market structure in tax-and-subsidy strategies.
