New Employment Technologies: The Benefits of Implementing Services within an Enterprise Architecture Framework
Public employment services (PESs) are offered through different channels to employers looking for workers and job seekers looking for work or requiring unemployment benefits. The multiplicity of services and channels, paired with processes that are sometimes not adequately mapped, creates challenges during the implementation of digital systems. This document analyzes how the use of enterprise architecture can provide a framework that helps to define and represent a high-level view of the organizations processes and information technology (IT) systems, as well as their relationship with various parts of the organization and external entities. Having a strategic vision and a high-level design facilitates the implementation of systems in phases and modules, as well as the organization of the services the PES provides in terms of efficiency and effectiveness. This document also presents examples of how new processes and systems yield greater benefits when implemented strategically within an enterprise architecture framework rather than when implemented in an isolated manner. This publication is aimed at helping decision-makers, as well as managers and officials in charge of employment policies, to fully appreciate the benefits of implementing a wide-ranging digital transformation in labor intermediation institutions within the framework of a strategic tool such as enterprise architecture.

Os Serviços Públicos de Emprego (SPE) oferecem ferramentas através de diferentes canais, tanto para empregadores como para candidatos a emprego. A multiplicidade de serviços e canais, juntamente com processos que às vezes nao estao devidamente mapeados, produzem desafios durante a implementaçao de sistemas digitais. O presente documento analisa como o uso da arquitetura empresarial pode fornecer uma estrutura para definir e representar uma visao de alto nível dos processos da organizaçao e seus sistemas de tecnologia da informaçao (TI), bem como a sua relaçao com diferentes partes da organizaçao e com entidades externas.1 Ter uma visao estratégica e um planejamento de alto nível permite estabelecer sistemas em fases e módulos, bem como organizar serviços para melhorar a eficiencia e a eficácia dos serviços. Esta publicaçao busca apoiar os formuladores de políticas, gestores e funcionários que trabalham com políticas de emprego para entender os benefícios de implementar uma transformaçao digital abrangente nas instituiçoes e faz-lo dentro da estrutura de uma ferramenta estratégica, como é a arquitetura empresarial.

Financial Management Information Systems (FMIS): Project Guide: Strategic, Functional, Technological, and Governance Issues in the Design and Implementation of New Platforms for Public Financial Management Systems
Financial management information systems (FMIS) are essential for economic stability and for improving fiscal efficiency and transparency. It is increasingly important that FMIS provide comprehensive functional coverage, as well as architecture and technologies that are flexible and modular without any loss of efficiency or effectiveness. This FMIS Project Guide describes the strategic, organizational, functional, technological, and operational issues that must be addressed for successful implementation of an FMIS. The Guide is divided into 14 self-contained chapters that may be reviewed separately. They cover all significant aspects of designing, implementing, and operating an FMIS, including detailed coverage of the issues considered critical and alternative approaches for addressing these. Topics addressed include the design and organization of project governance; management and indicators; the legal framework; institutional arrangements; institutional capacity building; conceptual models; public expenditure processes; data models and system requirements; the analysis of alternatives for deciding whether to implement a new system or upgrade an existing one; information security; procurement of hardware, software, and services; system deployment; management models for operating the system; and the use of new emerging technologies such as cloud computing, artificial intelligence, robotic process automation, blockchain, mobile money, and data visualization technologies.
