Los pequeños aprovechamientos hidroeléctricos (PAH) han sido concebidos en Argentina como parte de la estrategia de respuesta al cambio climático en el marco del instrumento establecido por la Convención Marco de Naciones Unidas sobre Cambio Climático (CMNUCC) llamado Acciones de Mitigación Apropiadas según el País, por su sigla en inglés (NAMA). El BID, junto con el Gobierno de la Provincia de Salta, y la Universidad Torcuato Di Tella, desarrolló una propuesta de NAMA para PAH.
