This Technical Cooperation (TC) seeks to assess the extent to which the Inter-American Development Bank’s (IDB) Policy-Based Loans (PBLs) have contributed to transformative changes in the energy sectors of Latin America and the Caribbean, and to identify which policy reform elements have been most effective in enhancing sector performance across four key result areas. Specifically, the TC aims to:(i) evaluate how PBLs have influenced the adoption of renewable energy, reduced emissions intensity, and strengthened climate resilience, identifying the policy measures that most effectively advanced the energy transition;(ii) assess the extent to which reforms have improved electricity access, enhanced affordability, and reduced energy poverty;(iii) determine the impact on system reliability, generation and transmission capacity, and financial sustainability (e.g., cost recovery, levelized costs); and(iv) analyze how effectively PBLs have attracted private investment and increased private market participation, identifying the reforms that were most successful in opening the sector.
