Apoyo Operativo al Proyecto "Centro Global de Excelencia de Biocombustibles"
Identificar obstáculos y barreras para el desarrollo del sector de biocombustibles en Brasil y apoyar al país para que se transforme en un centro global de excelencia. El proyecto busca preparar e implementar acciones que permitan eliminar o reducir los cuellos de botella que restringen el desarrollo del sector, fortalecer el diálogo público-privado y crear condiciones para aumentar la inversión. El objetivo de la consultoría es apoyar a la División de Finanzas e Infraestructura Básica, del Departamento Regional de Operaciones 1, en las tareas de formulación y desarrollo del proyecto mencionado. El Financiamiento solicitado al Fondo Español para Consultores apoyará la preparación y diseño del Plan de Acción del Centro de Excelencia de Biocombustibles en Brasil.

Innovations in Commercial Finance for the Water and Sanitation Sector: The Potential of Investment Platforms for Mobilizing Financing for Development at Scale
Massive amounts of investment are needed to meet the United Nations Sustainable Development Goals for water supply and sanitation. However, several challenges have limited the ability to mobilize commercial finance for the sector, including a complex political economy, high transaction costs and an unclear regulatory environment. Investment platforms are an online tool for bringing together investors and investees more efficiently. While they began as a way to simplify the trading of publicly held stocks, a wave of innovative fintech investment platforms are increasing investment in numerous sectors. Translating this innovation to the water and sanitation sector could help address the challenges that have limited private investment in the sector. An effective investment platform for water and sanitation would need to provide transparency, traceability, auditability, analytics and standardization, and could be extended to support emerging fintech innovations, including blockchain and crowdfunding. Governments and donors can support the development of investment platforms for water and sanitation by encouraging pilot initiatives and creating a supportive regulatory environment.

Do Slum Upgrading Programs Impact School Attendance?
This paper analyzes how slum upgrading programs impact elementary school childrens attendance in Uruguay. We take advantage of the eligibility rule that deems slums eligible for a SUP program if they have 40 or more dwelling units. Using a fuzzy regression discontinuity estimator, we find that students exposed to SUPs are 17 percent less likely to be at the 90th percentile of the yearly count of school absences. That effect appears to be driven by how SUPs impact girls. These interventions have effects that last for more than five years after their implementation. We discuss some critical urban and education policy implications of our findings.

Special Bulletin: NDC Invest: Supporting Transformational Climate Policy and Finance in Latin American and the Caribbean
NDC Invest was created as the one-stop-shop of the IDB Group providing technical and financial support for countries in Latin American and the Caribbean (LAC) in their efforts to achieve the climate objectives under the Paris Agreement, seeking to transition to a net-zero, resilient, and sustainable development pathway that improves the quality of life and prosperity in LAC. We have recently published a paper that describes three NDC Invest products to support Governments to tackle challenges and scale up action towards a climate-aligned and sustainable development path. In this Special Bulletin, we provide a snapshot of our thee products: i) the design of Long-Term Strategies (LTS) for net-zero emissions and resilience; ii) design of ambitious Nationally Determined Contributions (NDCs), aligned to LTS; and iii) design of investment plans and finance strategies.

Investing in Sustainable Infrastructure in Latin America: Instruments, Strategies and Partnerships for Institutional Investors Mobilization
Despite the significant challenges in mobilizing investors resources towards sustainable infrasctrure investments in Latin America and the Carribbean, an investment opportunity in low carbon and resilient assets exists and represents a critical step towards a sustainable economic recovery from the financial duress due to the COVID-19 pandemic and its impacts on health and economic systems of the region. This papers contribuition is two-fold: it attempts to estimate and size an ideal sustainable investable pipeline accross the region generated by several policies promoting public-private-partnerships (PPP) in the transport and energy sectors. Then it identifies and details different investment strategies and financial instruments available to institutional investors to invest in the region while mitigating the risks they perceived and hinder the mobilization of their resources. Such strategies discussed in the paper include: joint ventures with local counterparties, direct and active investments in the national markets, and/or access to markets via partnerships with development financial institutions.
