Laura Alfaro Maykall est l’Economiste en chef et conseillère économique de la Banque interaméricaine de développement (BID). Elle a pris ses fonctions le 1er juin 2025, après un congé de la Harvard Business School, où elle est titulaire de la chaire Warren Alpert d'administration des affaires.
Elle a servi comme ministre de la Planification nationale et de la politique économique au Costa Rica de 2010 à 2012. Elle est corédactrice du « Journal of International Economics » et du « World Bank Research Observer », vice-présidente de l'Association économique d'Amérique latine et des Caraïbes (LACEA) et chercheuse associée au Center for Economic and Policy Research (CEPR) et au National Bureau of Economic Research (NBER).
Mme Alfaro Maykall est l'auteure de nombreux articles sur l'économie internationale, les flux de capitaux, les investissements directs étrangers (IDE), la dette souveraine et le commerce. Elle a obtenu son doctorat en économie à l'université de Californie à Los Angeles (UCLA), où elle a reçu le prix Dissertation Fellowship. Elle est titulaire d'un Baccalauréat en économie de l'Université de Costa Rica et d'une Licence de la Pontificia Universidad Católica du Chili. Mme Laura Alfaro Maykall est citoyenne du Costa Rica et des États-Unis d’Amérique.
Ernesto Schargrodsky is the Deputy Chief Economist of the Inter-American Development Bank (IDB). Before joining the IDB in 2025, he was Full Professor and Director of the Crime Lab at Universidad Torcuato Di Tella in Argentina, and previously served as Director of Socioeconomic Research at CAF.
From 2001 to 2019, Mr. Schargrodsky served as President of Universidad Torcuato Di Tella, and he was Dean of its Business School from 2006-2011. Mr. Schargrodsky has been visiting professor at Stanford University and Harvard University. He is a fellow of the Econometric Society, associate researcher at J-PAL LAC, member of the National Academy of Economic Sciences of Argentina, and a researcher at CONICET.
Mr. Schargrodsky has published extensively on topics such as crime and policing, corruption, inequality, land titling, privatization, and political polarization. His work has appeared in leading academic journals including the American Economic Review, American Economic Review: Insights, Journal of Political Economy, Quarterly Journal of Economics, and American Economic Journal: Applied Economics, among others.
He received his Ph.D. and M.A. in Economics from Harvard University and holds a Licenciatura in Economics (Honors) from the University of Buenos Aires. He is a citizen of Argentina.

Fernando Arce is a Senior Specialist Economist at the Research Department of the Inter-American Development Bank. Previously, he was an economist in the Research Department of the Federal Reserve Bank of Chicago. Fernando holds a Ph.D. in Economics from the University of Minnesota, an M.Sc. in Economics for Development from the University of Oxford, and a master’s degree in Statistics and Engineering from ENSAE ParisTech. His research focuses on international macroeconomics and finance in emerging economies, with particular emphasis on macroprudential policy, sovereign default, and the political economy of fiscal policy.
