Country Program Evaluation: El Salvador 2015-2019
This Country Program Evaluation (CPE) is the fourth independent evaluation of the Inter-American Development Banks country program with El Salvador conducted by the Office of Evaluation and Oversight (OVE). The evaluation is structured into four chapters plus supplementary annexes. Chapter I analyzes the general context in the country in the framework of the IDB Groups work. Chapter II examines the IDB Groups program in 2015-2019, with particular reference to the relevance of the country strategy and program, as well as the efficiency of their implementation. Chapter III evaluates the degree of progress toward the strategic objectives set out by the Bank in the country strategy for the 2015-2019 period and the IDB Groups contribution toward the achievement and sustainability of those objectives. Chapter IV presents conclusions and recommendations. Lastly, the annexes provide a breakdown of the portfolio and analyses in support of the CPE, including on the extent to which IDB Group Management implemented the recommendations from the previous CPE.

Country Program Evaluation: Argentina 2016-2019
As part of its 2020 annual work plan, the Office of Evaluation and Oversight (OVE) has prepared the evaluation of the country program of the Inter-American Development Bank Group (IDBG) with Argentina during 2016-2019. According to the Bank's Protocol for Country Program Evaluations (CPEs) (RE-348-3), the main goal of this evaluation is “to provide information on Bank performance at the country level that is credible and useful, and that enables the incorporation of lessons and recommendations that can be used to improve the development effectiveness of the Bank's overall strategy and program of country assistance.” CPEs are prepared to inform the process of elaborating a new Country Strategy (CS) and evaluate the Bank's assistance to the country, in particular the financial and non-financial relevance of the CS and country program and the implementation, effectiveness, efficiency, and sustainability of the program. This is the fourth independent evaluation of the Bank's country program with Argentina and was prepared between June 2019 and April 2020. The three prior CPEs covered periods of economic crisis and subsequent recovery. The first (RE-299) spanned 1990-2002, analyzing the Bank's support before and after the 2001/2002 crisis; the second (RE-361) covered the Bank's support during the post-crisis economic recovery of 2003-2008; and the third (RE-491-1) covered 2009-2015, a period marked by falling commodity prices and increasing fiscal difficulties in Argentina. During this evaluation period (2016-2019) the Government worked to create conditions for more private investment in a difficult macroeconomic and fiscal context, as an economic and currency crisis returned to Argentina in 2018/2019. This CPE is the first for Argentina to also cover IDB Invest (formerly known as the Inter-American Development Corporation) since OVE's oversight mandate was expanded following the 2016 consolidation of IDBG's non-sovereign-guaranteed (NSG) windows (AG-9/15).

Country Program Evaluation: Costa Rica 2015-2018
As part of its 2018-2019 annual work program, the Office of Evaluation and Oversight (OVE) of the Inter-American Development Bank (IDB) has evaluated the Country Program with Costa Rica 2015-2018. This is OVEs fifth independent evaluation of the Banks program with Costa Rica. Costa Rica has a stable political environment, has enjoyed solid growth and moderate inflation, and aspires to join the group of the worlds most developed countries. This evaluation serves as input for the new country strategy that the IDB and IDB Invest are currently preparing.

Análisis estratégico de la sostenibilidad territorial para proyectos de inversión: Guía de orientación
El desarrollo de los países en América Latina requiere de grandes proyectos de inversión que determinan el ritmo de crecimiento y ofrecen una plataforma para incrementar la competitividad y la inserción en cadenas globales de valor. Sin embargo, los mismos proyectos enfrentan crecientes conflictos socio-ambientales que dificultan o inhiben su desarrollo. Incluso cuando se superan los conflictos, estos importan un alto costo. Resolver esta contradicción requiere asegurar una adecuada inserción de los grandes proyectos en el territorio donde se emplazan. Esta inserción ya no solo requiere obtener los permisos administrativos que la ley exige, sino que también viabilizar su inserción en un territorio, compuesto no únicamente por los límites y características geográficas, sino que también por elementos sociales, culturales y económicos que se construyen en las percepciones y valoraciones de las personas que los habitan o que transitan por ellos. La presente guía tiene por finalidad configurar una metodología de relacionamiento temprano a través de un dispositivo de diálogo que permita una comunicación eficiente entre las comunidades y los titulares de proyectos. Describe dos instancias de participación ciudadana temprana distintas y complementarias para la actual institucionalidad ambiental. La primera corresponde a un procedimiento administrativo reglado que tenga por finalidad generar una instancia de interacción con los distintos órganos de la Administración del Estado con Competencias Ambientales (“OAECA”). La segunda, a un proceso de relacionamiento temprano con las comunidades del territorio en el que se emplazará el proyecto de inversión a través de mesas de diálogo y la realización de un Análisis Estratégico de Sostenibilidad Territorial (“AESOT”). Ambas instancias permitirían simultáneamente resolver tempranamente algunos elementos esenciales del proyecto que fijen el alcance de su posterior evaluación ambiental y definir los ámbitos de los posibles acuerdos de desarrollo territorial que podrían verificarse entre el titular y las comunidades.

Country Program Evaluation: Uruguay 2016-2020
As part of its 2019-2020 annual work plan, the Office of Evaluation and Oversight (OVE) prepared an evaluation of the 2016-2020 country program of the Inter-American Development Bank (IDB) with Uruguay. This Country Program Evaluation (CPE) is the fourth independent evaluation of the Uruguay country program. Following the Bank's Protocol for CPEs (document RE 348-3), the main goal of the CPE is to “provide information on Bank's performance at the country level that is credible and useful, and that enables the incorporation of lessons and recommendations that can be used to improve the development effectiveness of the Bank's overall strategy and program of country assistance.” The CPE has been prepared during the second half of 2019 and the first semester of 2020, in time to be an input for the new IDB Group (IDBG) Country Strategy (CS) with Uruguay, which is expected to be finalized during the second half of 2021. This CPE focuses on the financial and nonfinancial relevance of the CS and country program, and on the program's implementation, effectiveness, efficiency, and sustainability. This CPE will be the first for Uruguay to cover operations of IDB Invest since OVE's oversight mandate was extended to IDB Invest with the 2016 consolidation of the IDBG's non-sovereign-guaranteed (NSG) windows.

Country Program Evaluation: Colombia 2015-2018
This document discusses the Office of Evaluation and Oversights (OVE) evaluation of the Inter-American Development Bank (IDB) Country Program with Colombia for 2015-2018. This is OVEs fifth independent evaluation of the IDB Groups program with Colombia. This country program evaluation takes a close look at the design, implementation, and results of operations approved or active between 2015 and December 2018, while keeping in mind country circumstances and pertinent strategic documents. Colombia is an upper-middle-income country with a population of more than 45.5 million. In terms of per capita GDP, it is the wealthiest country in the Andean region. The services sector accounts for a significant share of GDP, while exports are strongly dependent on fuels and the extractive industries.

Approach Paper: Country Program Evaluation: Bolivia 2016-2020
This will be the Office of Evaluation and Oversight (OVE)s fifth independent evaluation of the IDB Group program with Bolivia. This approach paper defines the scope, methodology, and timeline for the Country Program Evaluation (CPE) for the 2016-2020 period, which will serve as an input for preparing the new country strategy with Bolivia for 2021-2025. the CPE will analyze the IDB Groups relationship with the country from an independent and holistic perspective, with particular reference to the programs relevance, efficiency, effectiveness, and sustainability. The analysis will cover both financial and nonfinancial products offered by the IDB Group during the period concerned.

Extended Country Program Evaluation: Dominican Republic: 2013-2020
The Office of Evaluation and Oversight (OVE) has prepared its IDB Group Country Program Evaluation (CPE) for the Dominican Republic for the period 2013-2020, covering two strategic planning periods. It is OVE's fifth independent evaluation of the IDB Group's program in the Dominican Republic. Previous evaluations covered the periods 1991-2003 (document RE-306); 2004-2008 (document RE-371); 2010-2013 (document RE-453); and 2013-2016 (document RE-505). This evaluation, like others of this type, aims to analyze the IDB Group's relationship with the Dominican Republic from an independent and comprehensive standpoint, with the twofold purpose of strengthening accountability and sharing lessons learned to inform the Bank's future support and, in particular, the next country strategy. This CPE carefully examines the design, implementation, and outcomes of operations approved or active between 2013 and 2020, taking the national context and applicable strategic documents into account.
