Design of Uruguay's Second Nationally Determined Contribution (NDC) and implementation of specific measures to meet the objectives of the Paris Agreement
In Uruguay, climate change policy coordination occurs through the Climate Change National Response System (SNRCC), coordinated by the Ministry of the Environment (MoE) and specifically, the National Direction for Climate Change (NDCC). In 2022, Uruguay will embrace its sophisticated climate governance to work with each government ministry, agency, and relevant actor to define the targets of its second NDC. Said targets will be defined using a bottom-up approach through which specific activities and policies will be discussed by each actor within the State and within the country's budget law. This TC will support DINACC and its work through the SNRCC, liaising and working with each ministerial counterpart and government agency to support the definition of their specific NDC measures. Some TC resources will further be employed to prioritize relevant sectors, and ACL resources will be employed to help the implementation of NDC objectives financing adaptation and mitigation activities with a gender focus. TC resources will further be employed to prioritize relevant sector and to help the implementation of NDC objectives within said sectors. At the same time CUR/CCS will work with all relevant VPS sectors through this technical assistance to help identify those relevant measures which can be supported through IDB technical and financial support, thus contributing to the pipeline origination activities of the COF.
