Costos y beneficios de lograr la carbono-neutralidad en América Latina y el Caribe
¿Son el desarrollo y la descarbonización objetivos contradictorios o complementarios? En este informe, exploramos cómo América Latina y el Caribe pueden mejorar los resultados socioeconómicos y de desarrollo y al mismo tiempo alcanzar cero emisiones netas de gases de efecto invernadero para 2050. Específicamente, presentamos SiSePuede, un conjunto de herramientas de modelado de descarbonización de código abierto que evalúa los costos, beneficios y reducciones de emisiones en toda la economía. Descubrimos que maximizar las acciones podría lograr emisiones netas cero en la región antes de 2050 y 2,7 billones (millones de millones) de dólares netos en beneficios en comparación con el desarrollo más tradicional. Los beneficios incluyen enormes ahorros en costos de combustible; costos evitados por la reducción de la contaminación del aire, la congestión y los accidentes automovilísticos; y el valor de los servicios ecosistémicos de los bosques. Aunque hay muchos caminos hacia las emisiones netas cero, tres acciones son fundamentales: producir electricidad con energías renovables, electrificar el transporte y proteger y restaurar los bosques deteniendo la deforestación y cambiando los patrones de producción de alimentos. Las estrategias que abarcan a toda la economía y que implementan estas acciones a escala pueden reducir drásticamente las emisiones y generar enormes beneficios para la región, incluso en medio de profundas incertidumbres, con una mediana de 1 billón de dólares en beneficios netos en todos los escenarios. Estos beneficios se distribuyen de manera desigual entre sectores y actores y a lo largo del tiempo, por lo que lograrlos y garantizar una transición justa hacia cero emisiones netas requiere que los gobiernos superen importantes barreras financieras, regulatorias, de infraestructura y de otro tipo. Cada país debe adaptar su propia estrategia para abordar los objetivos de desarrollo y emisiones en función de las prioridades, capacidades, recursos y capacidad técnica locales. SiSePuede proporciona una base analítica sólida para respaldar estos esfuerzos.

The Potential for Ride-hailing Integration with Mass Transit Systems: A choice Experiment in Latin America
As transportation alternatives facilitated by TNCs (Transportation Network Companies) have gained popularity around the world, research has increasingly focused on understanding their impacts on urban mobility, with several studies examining whether they are competing with public transit trips, increasing vehicle kilometers, or contributing to congestion. Recent policy discussions have turned to whether these services could also have positive benefits, such as complementing mass transit services as a first- and last-mile solution. Most research to date has focused on industrialized countries, with little work focusing on Global South cities. Seeking to fill significant evidence gaps on the impacts of ride-hailing on travel behavior, this paper builds on a stated preference survey in three large metropolitan areas in Latin America (Bogota, Medellin, and Mexico City) to evaluate the potential of introducing an integrated scheme of ride-hailing and mass transit. The scenario of the integrated scheme places ride-hailing as a filler of the first- and last-mile gap left by mass transit. We use discrete choice models and simulations to assess the potential for modal shifts under different pricing scenarios. Results suggest limited feasibility (or modal shifts) of an integrated system of ride-hailing with mass transit under the scenarios considered. Even with significant discounts on the integrated fare, for two of the three cases, the additional ridership would remain comparatively low. Nevertheless, this opens the door for considering other app-based mobility options operating under a sharing perspective and that can reduce operative costs in an integrated scheme.

Agricultural Productivity in El Salvador: A Preliminary Analysis
The need to enhance food security while reducing poverty along with the growing threat imposed by climate change clearly reveal that it is imperative to accelerate agricultural productivity growth. This paper estimates micro-level production models to identify the major factors that have contributed to productivity growth in El Salvador, including irrigation, purchased inputs, mechanization, technical assistance, and farm size, among others. The econometric framework adopted in this investigation is grounded on recent panel data stochastic production frontier methodologies. The results obtained from the estimation of these models are used to calculate Total Factor Productivity (TFP) change and to decompose such change into different factors, including technological progress, technical efficiency (TE), and economies of scale. The findings imply that efforts are needed to improve productivity in both technological progress and technical efficiency where the latter is a measurement of managerial performance. This in turn indicates that resources should be devoted to promoting the adoption and diffusion of improved technologies while enhancing managerial capabilities through agricultural extension.

NDC Invest: Supporting Transformational Climate Policy and Finance
El Grupo Intergubernamental de Expertos sobre el Cambio Climático (IPCC por sus siglas en inglés) indica que para cumplir con el objetivo del Acuerdo de París de limitar el aumento de la temperatura global con respecto a los niveles preindustriales a entre 1,5 C y 2 C se requiere alcanzar cero emisiones netas de dióxido de carbono (CO2), así como profundas reducciones en las emisiones de otros gases de efecto invernadero (GEI) hacia mediados de siglo (IPCC 2018). Al mismo tiempo, los países deben construir resiliencia climática para hacer frente a los impactos inevitables. NDC Invest se creó como la ventanilla única del Grupo BID que proporciona apoyo técnico y financiero a los países de América Latina y el Caribe en sus esfuerzos por alcanzar los objetivos climáticos del Acuerdo de París, buscando la transición a cero emisiones netas de carbono y vías de desarrollo resilientes y sostenibles que mejoren la calidad de vida y la prosperidad en América Latina y el Caribe. Al aprender y comprender estos desafíos y al poner a prueba soluciones, hemos desarrollado una caja de herramientas de apoyo. Este documento describe los tres productos de NDC Invest a través de los cuales apoyamos a los gobiernos para encarar estos desafíos y ampliar acciones para afrontar el cambio climático y el desarrollo sostenible: i) el diseño de Estrategias a Largo Plazo (LTS por sus siglas en inglés) para cero emisiones netas y resiliencia climática; ii) diseño de Contribuciones Determinadas a Nivel Nacional (NDCs) ambiciosas, alineadas con las LTS; y iii) diseño de planes de inversión y estrategias financieras. Nuestros tres productos no son una receta fija, sino más bien una caja de herramientas para ofrecer soluciones flexibles y pertinentes adaptadas a las necesidades y el contexto de los países, y a las diferentes etapas de diseño e implementación de sus objetivos climáticos.

Another Brick on the Wall: On the Effects of Non-Contributory Pensions on Material and Subjective Well Being
Public expenditures on non-contributory pensions are equivalent to at least 1 percent of GDP in several countries in Latin America and is expected to increase. We explore the effect of non-contributory pensions on the well-being of the beneficiary population by studying the "Pensiones Alimentarias" program established by law in Paraguay, which targets older adults living in poverty. Households with a beneficiary increased their level of consumption by 44 percent. The program improved subjective well-being in 0.48 standard deviations. These effects are consistent with the findings of Bando, Galiani and Gertler (2020) and Galiani, Gertler and Bando (2016) in their studies on the non-contributory pension schemes in Peru and Mexico. Thus, we conclude that the effects of non-contributory pensions on well-being in Paraguay are comparable to those found for Peru and Mexico and add to the construction of external validity.

2024 Latin American and Caribbean Macroeconomic Report: Ready for Take-Off? Building on Macroeconomic Stability for Growth
Latin America and the Caribbean overcame significant economic challenges in 2023 and exceeded growth expectations thanks to the strong macroeconomic fundamentals it laid in recent years. The region was able to cut inflation through large interest rate hikes and unwind steep spending increases it had undertaken due to COVID-19a marked departure from previous crises where expansionary measures proved stubborn to reverse. To build on this success, countries now face additional challenges: lowering interest rates without triggering significant capital outflows, exchange rate depreciation, and an increase in inflation; reducing fiscal imbalances due to higher global interest rates in a politically charged context; and the daunting task of implementing far-reaching reforms to tackle low productivity and set the course for long-term growth. As countries chart their path forward, they can capitalize on their rich natural endowments-from renewable energy sources to minerals and food-to grow their economies on the road toward net-zero emissions. The 2024 Latin America and Caribbean Macroeconomic Report analyzes the opportunities and challenges facing the region as it embarks on this journey.

La pandemia de la COVID-19 ha acelerado la transformación digital y ha puesto a nuestro alcance la posibilidad de mejorar drásticamente los servicios públicos para millones de personas en América Latina y el Caribe. ¿Cómo pueden los gobiernos aprovechar la tecnología digital para aumentar la eficiencia del Estado e impulsar el desarrollo inclusivo? Este informe revisa la evidencia sobre las opciones de políticas disponibles en educación, salud, trámites públicos y gestión fiscal, ofreciendo análisis de costo-beneficio que permitirán a los gobiernos establecer prioridades en sus esfuerzos de digitalización. Los responsables políticos tienen en sus manos una oportunidad única para desplegar herramientas digitales con el potencial de transformar los servicios públicos en la región. Lo metropolitano: escala, complejidad y gobernanza
¿Cómo definimos la unidad territorial metropolitana? ¿Cómo establecemos límites territoriales que garantizan la integración de sus sistemas ecológicos y sociales? ¿Cómo gestionamos los flujos migratorios y los condicionantes del cambio climático que ejercen presión sobre las infraestructuras metropolitanas? En los últimos años, la literatura de desarrollo ha revelado conflictos emergentes de las metrópolis de América Latina y el Caribe. Las preguntas parecen ser simples y de naturaleza apremiante, pero las respuestas implican desafíos críticos de conocimiento y coordinación institucional. Por ejemplo, reconocemos que las personas se mueven, interactúan y satisfacen sus necesidades más allá de los límites político-administrativos, pero no existen suficientes arreglos institucionales que consideren conjuntamente los sistemas de movilidad y la distribución de servicios y bienes territoriales. Esta publicación nos invita a revisar nuevamente la forma en que hemos delimitado la Unidad Territorial Metropolitana. Los contenidos se organizan en tres capítulos que avanzan hacia la construcción de una gobernanza sensible a su escala y complejidad dentro de la región. El primero reflexiona sobre la escala, incluyendo perspectivas históricas y técnicas, como la incorporación de tecnologías que actualizan datos geoespaciales de ocupación y cambio de uso de suelo. El segundo profundiza en las dimensiones de complejidad e intersectorialidad, como la economía, la movilidad, la equidad, el cambio climático, la salud, la calidad de vida y los desafíos de la migración. El tercero se nutre del conocimiento acumulado para recorrer aspectos claves de la gobernanza metropolitana y su sostenibilidad fiscal. Por último, la revisión de experiencias internacionales entrega lecciones sobre las distintas formas en que se ha asumido la unidad metropolitana dentro de las infraestructuras institucionales. Es necesario anticipar aspectos claves de la escala y las dimensiones necesarias para construir acuerdos institucionales efectivos. La invitación es a definir antes de formular una gobernanza metropolitana.

This first dialogue focused mainly on four lines of action: Urban and local development strategies through culture and creativity; Actions to strengthen the competitiveness of the creative sector through digitization; Opportunities for independent workers in the creative sectors; Financial mechanisms to promote the creative economy.

The IDB Group in the Central American Isthmus and the Dominican Republic: Activities Report 2020
2020 was an unprecedented year for Central America and the Dominican Republic. The effect of the global COVID-19 pandemic, exacerbated by the impact of Hurricanes Eta and Iota in some countries, caused the greatest economic contraction the region has undergone in its recent history - surpassing the debt crisis of the 1980s and the international financial crisis of 2009. In 2020, the IDB Group helped the countries in the region respond to these emergencies through approvals that exceeded US$ 4,900 million and disbursements of more than US$ 4,327 million, both reaching historical records. This report highlights the Groups main activities in Central America and the Dominican Republic in 2020 at the regional and country level.
