Program to support gender equality policies
The objective of the programmatic series is to help reduce gender inequality in Panama, through the effective and timely implementation of policies designed to enhance the physical, economic, and decision-making autonomy of women. This operation is the first in a series of two independent but technically linked single-disbursement operations under the programmatic policy-based loan modality. The objective of this first operation is to reduce gender inequality in Panama, by strengthening the regulatory and institutional framework to foster the physical, economic, and decision-making autonomy of women, and to improve capacity to manage gender policies.

Public Consultations: Step by Step: 300 Regulatory and Legal Frameworks Applicable in Latin America and the Caribbean
This publication provides precise guidance on how to conduct public consultations with stakeholders. It also brings together more than 300 regulatory frameworks in Latin America and the Caribbean to conduct public consultations in the sectors of mining, fisheries, forestry, infrastructure, energy and environmental impact assessment system. Special treatment is given to the legislation and regulations applicable to the free, prior and informed consultation of the ILO 169 for indigenous peoples, including disaggregation for the same sectors previously mentioned.

The Pivot Roadmap: From Dreams to Reality
The objective of this report is to present an actionable programme to bring initial moonshot ideas into fully accomplishable projects, ready to be deployed. It comprises three parts. The first part, namely Section 2, provides a background and development avenues for three broad domains of Caribbean economies, namely electric vehicles, digital transformation, and tourism. The second part breaks down the realisation of moonshot ideas into steps using a comprehensive roadmap, which lays out, in sequential point-by-point form, how to steer the coherent long-term deployment of moonshot ideas into concrete actionable projects. Sections 3.1 (From Dreams to Deployment) and 3.2 (Overview of Sequential Tasks by Stakeholder Category) present this in detail. Finally, in the third part, Sections 3.3 and 3.4 define and illustrate the roadmap of moonshot ideas identified during the PIVOT Event. In elaborating these two sections, key emphasis was put on the tasks to be conducted during the preparedness phase (Phase 2 of the roadmap). The conclusion summarizes all dimensions of the roadmap into three illustrations, one for each domain, depicting all nine moonshots from the PIVOT Event.

Rethinking the Global Microscope for Financial Inclusion: 2021 Key Findings Report
The Global Microscope is a benchmarking index that has assessed the enabling environment for financial inclusion across 55 countries since 2007. This year, the Economist Impact team conducted an assessment of the index's existing data (2007-20) to understand the relationship between key financial inclusion enablers (i.e. policies, regulation and infrastructure) and financial inclusion outcomes. This report discusses the policies that have driven change, the priorities to keep in mind for the future, the tools that will help achieve these goals and the unique ways these priorities and tools apply across different parts of the financial system. Below we summarize our key findings: - A higher overall Global Microscope score showed a positive relationship with the number of accounts with formal financial institutions and mobile money providers among the population. - The Infrastructure domain had the strongest relation to account ownership, documenting the positive effects on inclusion from policies facilitating the expansion of payment systems, strong digital identification regimes, widespread connectivity, and robust credit information systems. The other four domains are Government and Policy Support, Stability and Integrity, Products and Outlets, and Consumer Protection. - Consumer Protection was also positively linked to the prevalence of bank accounts, underscoring the importance of measures to ensure that financial consumers are treated fairly across the range of distribution channels and products. - The magnitude and quality of regulatory implementation significantly impacts financial inclusion. Larger regulatory improvements were associated with increasingly larger gains in account ownership. * The opinions expressed in this work are those of the authors and do not necessarily reflect the views of the IDB, its Board of Directors or the countries they represent, nor of the MIF Donors Committee or the countries it represents.

Breve 24. The pharmaceutical price regulation in El Salvador
His policy brief is based on a webinar presented by Luis Alejandro Rivera, Chief of the Pricing Unit at the Dirección Nacional de Medicamentos (National Directorate of Medicines DNM) in El Salvador. The presentation was given on July 2019. Rising prices of medications are a global concern as healthcare expenditures soar and more patients are unable to access the medicines they need. El Salvador has managed to control and lower the price of prescription medicines for both innovator and generic medicines, while maintaining a well-functioning and cost-saving pharmaceutical market. This publication presents takeaways, such as price setting methods, the identification of appropriate market segments, and the introduction of online monitoring platforms, so that other policymakers may use them when introducing price regulation in their own pharmaceutical markets.

The Effects of AI on the Working Lives of Women
Globally, studies show that women in the labor force are paid less, hold fewer senior positions and participate less in science, technology, engineering and mathematics (STEM) fields. A 2019 UNESCO report found that women represent only 29% of science R&D positions globally and are already 25% less likely than men to know how to leverage digital technology for basic uses. As the use and development of Artificial Intelligence (AI) continues to mature, its time to ask: What will tomorrows labor market look like for women? Are we effectively harnessing the power of AI to narrow gender equality gaps, or are we letting these gaps perpetuate, or even worse, widen? This collaboration between UNESCO, the Inter-American Development Bank (IDB) and the Organisation for Economic Co-operation and Development (OECD) examines the effects of the use of AI on the working lives of women. By closely following the major stages of the workforce lifecycle from job requirements, to hiring to career progression and upskilling within the workplace - this joint report is a thorough introduction to issues related gender and AI and hopes to foster important conversations about womens equality in the future of work.

Inter-American Development Bank Quarterly Business Review: First Quarter 2022
The 2022 first quarter edition of the Quarterly Business Review (QBR) provides management with a status of the Bank's performance. The QBR reports on outputs, lending program priorities and organizational indicators on a quarterly basis to allow management to monitor progress in achieving corporate results. This periodic monitoring supports evidence-based decision making and allows for timely identification of deviations from targets and enables effective implementation of measures to address them. The Quarterly Business Review (QBR) provides an overview of the IDB's performance on sovereign-guaranteed outputs and lending program priorities. The QBR identifies trend deviations from IDB portfolio targets to support Bank management efforts to identify and implement corrective measures. This edition compiles data for the first quarter of 2022.

Advancing a Just Transition in Latin America and the Caribbean
To contain the climate crisis and meet the Paris Agreements goal of limiting global warming to 1.5C above pre-industrial levels by 2050, countries around the world need to undergo deep socio-economic transformations towards carbon neutrality. This transition towards net-zero can take many forms and pathways for each economic sector, but regardless of its shape, there will be winners and losers. For countries in Latin America and the Caribbean (LAC), for example, achieving this goal can bring significant net financial benefits, estimated at 1% of the regions GDP by 2030. But if not well managed, the transition runs the risk of increasing inequality and exclusion. For that reason, countries in the region should be mindful of ensuring that it is just and that its benefits are distributed equitably. They should also ensure that its negative impacts are avoided, or that policies to reduce and compensate for negative impacts, especially for low-income households, are introduced. The impacts range from the transformations of jobs, skills, households and communities to fiscal stability and challenges to the political economy. This document identifies the social impacts of the transition to net-zero for Latin America and the Caribbean (LAC). It discusses how a just transition is included in the climate change agenda and presents a set of actions that governments in the region can take to ensure that the transition to net-zero is just and inclusive.

Condiciones de vida de las personas que ofrecen servicios sexuales en Argentina
En Argentina, el trabajo sexual es considerado una actividad legal para adultos. Sin embargo, no está regulado y se realiza de manera informal. Este documento busca, a través de la recolección de datos cuantitativos y cualitativos, caracterizar las condiciones de vida de personas adultas que ofrecen servicios en el mercado sexual en Argentina. El estudio encuentra que muchas personas que ofrecen servicios en el mercado sexual en Argentina tienen dificultades para acceder a servicios básicos como vivienda, salud y seguridad social; además de ser víctimas de acoso, discriminación y violencia. La relevancia de la presente investigación radica en su alance territorial, el tamaño de la muestra y las dimensiones de análisis trabajadas. El análisis contribuye a informar políticas públicas dirigida a esta población.

Guías de implementación de las revisiones independientes de programa de país (ICPR)
Estas Guías buscan ofrecer mayor claridad sobre la forma en la que OVE realizará un tipo de producto periódico: las Revisiones Independientes de Programa de País (ICPR, por sus siglas en inglés), introducido a través de la aprobación de los Directorios del Protocolo para Productos País de OVE. El propósito de este documento es proveer transparencia a los Directorios, las autoridades de país, y la Administración del BID y BID Invest sobre los métodos, herramientas y procesos utilizados por OVE para las ICPR, y promover consistencia en su elaboración. Las Guías son responsabilidad exclusiva de OVE, en cumplimiento del mandato de los Directorios de realizar las ICPR bajo las condiciones y los principios aprobados en el Protocolo. Se espera que la sistematización introducida por las Guías también contribuya a actividades de capacitación interna y externa; así como a la extracción de lecciones comunes a diferentes países.

Desempeño de los Proyectos del Grupo BID: Ciclo de Validacion 2023
Este informe sintetiza los resultados de 2023 de la revisión anual de la Oficina de Evaluación y Supervisión (OVE) sobre el desempeño de los proyectos en el Grupo Banco Interamericano de Desarrollo (BID). Cada año, la Administración del Grupo BID prepara autoevaluaciones sobre los resultados finales de sus operaciones. Estas se denominan Informes de Terminación de Proyecto (PCR) en el BID e Informes Ampliados de Supervisión (XSR) en BID Invest. Posteriormente, OVE valida los PCR y XSR para asegurar que estén basados en evidencia y que se hayan elaborado conforme a sus respectivas directrices. Las autoevaluaciones buscan servir como herramientas de rendición de cuentas y aprendizaje. La evaluación de proyectos en el Grupo BID sigue una metodología basada en objetivos. El desempeño de los proyectos se califica con base en cuatro criterios centrales: (i) la relevancia de los objetivos y el diseño del proyecto; (ii) la efectividad o el grado en que el proyecto logró los objetivos específicos para los que fue aprobado; (iii) la eficiencia con la que se lograron los objetivos; y (iv) la sostenibilidad de los resultados logrados. Posteriormente, cada proyecto recibe una calificación de resultado general, calculada con un promedio ponderado de las calificaciones de los criterios centrales, donde efectividad tiene la ponderación más alta. Además, se califican dos criterios no centrales para las operaciones del BID (desempeño del Banco y del prestatario) y tres para las de BID Invest (adicionalidad, rentabilidad de la inversión y calidad del trabajo). OVE también califica la calidad de los informes de autoevaluación elaborados por la Administración. El resultado general se califica con una escala de seis puntos, mientras que los criterios centrales, no centrales y la calidad de los PCR y XSR se califican con una escala de cuatro puntos. Para simplificar, este informe agrupa las calificaciones en “positivas” y “negativas”, donde las positivas corresponden a la mitad más alta de las calificaciones en la escala, mientras que las negativas corresponden a la mitad más baja.
