ECO-DELIVERY: Electro Mobility, Environment and Intelligence
Implement a pilot experience to reduce the levels of environmental pollution, noise pollution and accident rates in the city of Santo Domingo, by (1) transitioning to electric vehicles for delivery; (2) generating real-time data to monitor the positive effects of technological change, make decisions to optimize mobility in the city and generate citizen listening mechanisms; and (3) improve the working conditions of grocery stores (bodegas) that offer delivery services with respect to their drivers.

On the Dynamics of the Projects Approval Process
This technical note analyzes specific project- and country-level characteristics that affect the duration of the projects approval process from year to year and builds a framework to characterize projects that would require further monitoring to complete their approval process. We present evidence that the number of team leaders changes, the time that a project remains in pipeline A, the size of a project relative to the pipeline of its country, and whether it is an electoral year in a given country affect the rate at which projects are approved. These empirical regularities can support the projects preparation process and better allocate resources and efforts to optimize approval times.

The Role of Agents and the Nature of Limitations in the Performance of Development Projects
Development practitioners aspire to improve lives, but achieving results is challenging. What prevents operations from achieving their objectives? Answering this question is critical to promote success. This Discussion Paper proposes to analyze operations first to identify if they faced limitations to effectiveness, then to identify which key stakeholders faced those limitations, and finally, whether such limitations were exogenous. Such an approach may strengthen accountability and learning. An analysis of 62 project completion reports evaluated in 2022 by the Inter-American Development Bank shows that success was contingent upon critical agents performance and the influence of exogenous factors. Four in 10 operations that failed had agents other than the executing agency face challenges. The same share of operations had agents face limitations derived from the project environment or third-party inputs beyond their control. Despite limitations, the proposed framework may provide insights for future work that promotes effectiveness.

IDB Group Project Performance: The 2023 Validation Cycle
This report summarizes the 2023 results of the Office of Evaluation and Oversight's (OVE's) annual review of project performance at the Inter-American Development Bank (IDB) Group. Every year, IDB Group Management prepares self-evaluations on the final results of its operations. These are called Project Completion Reports (PCRs) at the IDB and Expanded Supervision Reports (XSRs) at IDB Invest. PCRs and XSRs are then validated by OVE to ensure that they are substantiated by evidence and are prepared in accordance with their respective guidelines. Self-evaluations are intended to serve as accountability and learning tools. The IDB Group's project evaluation methodology is objectives-based. Project performance is rated based on four core criteria: (i) relevance of the project's goals and design, (ii) effectiveness or the degree to which the project achieved the specific objectives for which it was approved, (iii) efficiency with which the objectives were achieved, and (iv) sustainability of the results achieved. Each project then receives an overall outcome rating, calculated as a weighted average of the core criteria ratings, where effectiveness has the highest weight. In addition, two noncore criteria are rated for IDB operations (Bank performance and borrower performance), while three are rated for IDB Invest operations (additionality, investment profitability, and work quality). OVE also rates the quality of the self-evaluation reports by Management. The overall outcome is rated on a six-point scale, while core criteria, noncore criteria, and PCR and XSR quality are rated on a four-point scale. For simplicity, this report groups ratings into “positive” and “negative,” where positive corresponds to the top half ratings in the scale, and negative to the bottom half.
