The objective of the operation is to support the implementation of policies under the second tranche of the Programmatic Loan (CO-L1272), in order to contribute to the effective socioeconomic integration of Venezuelan migrants in Colombia. The specific objectives of this technical cooperation are: (i) support information management, through the strengthening of mechanisms for budget planning within the Ministry of Finance and Public Credit, and the operation of the Migration Statistics Bureau (conditions 2.2.4 and 2.2. 5); (ii) Expand the access of Venezuelan migrants to education, by updating the Instructions for the care of children and adolescents from Venezuela in Colombian Educational Establishments (condition 3.2.3); and (iii) Promote the recognition of labor competencies of the Venezuelan migrant population, supporting the process of validation of higher education degrees of the Venezuelan population residing in Colombia. (Condition 4.2.1). Description of the associated loan. This technical cooperation (TC) is associated with a loan operation based on a program for the development and implementation of public policies, under execution, whose general development objective is to contribute to the effective socioeconomic integration of Venezuelan migrants in Colombia. The specific objectives of the loan operation are: (i) expand regularization and information management of the Venezuelan migrant population; (ii) expand Venezuelan migrants' access to social services and protection against human trafficking; and (iii) promote the recognition of labor competencies of the Venezuelan migrant population. The operation approved the first programmatic loan in 2021, and is currently in the execution and policy implementation stage.
