Resilient by Nature: Increasing Private Sector Uptake of Nature-based Solutions for Climate-resilient Infrastructure: A Market Assessment for Latin America and the Caribbean
Climate change is one of the greatest challenges facing humanity affecting our ability to deliver energy, transport, logistics, water, sanitation, and communications services. Investment for climate-resilient infrastructure is at the core of the IDB Groups agenda. In particular, nature-based Solutions (NbS) are a cost-effective way to build infrastructure resilient to climate change while delivering societal benefits. As many LAC governments and businesses are unaware of the opportunities and cost-efficiencies of NbS, setting out the business case for these solutions is an important first step to build support and secure funding. This Market Assessment examines how NbS can contribute to climate-resilient infrastructure through the protection, management, and restoration of natural capital. It examines existing barriers and the opportunities to increase private sector use of NbS focusing on the role of policy in NbS uptake; awareness, governance, and capacity; technical tools and skills to deliver NbS; and finance and funding. It provides recommendations for infrastructure project developers and operators, financial institutions, and policymakers to create a more enabling environment for NbS in LAC.

State of the Climate Report: Suriname
Suriname is highly vulnerable to the effects of climate change. Among the factors that exacerbate its vulnerability are its dependency on fossil fuels, the degradation of important ecosystems (e.g., mangroves), and the fact that 87% of the population, and most of the countrys economic activity is located within the low-lying coastal area. Many sectors are at risk of suffering losses and damage caused by gradual changes and extreme events related to climate change. For Suriname to develop sustainably, it should incorporate climate change and its effects into its decision-making process based on scientific- evidence. The State of the Climate Report analyzes Surinames historical climate (1990-2014) and provides climate projections for three time horizons (2020-2044, 2045-2069, 2070-2094) through two emissions scenarios (intermediate/ SSP2-4.5 and severe/ SSP5-8.5). The analysis focuses on changes in sea level, temperature, precipitation, relative humidity, and winds for the seven subnational locations of Paramaribo, Albina, Bigi Pan MUMA, Brokopondo, Kwamalasamutu, Tafelberg Natural Reserve, and Upper Tapanahony. The Report also analyzes climate risk for the countrys ten districts by examining the factors which increase their exposure and vulnerability on the four most important sectors affected by climate change: infrastructure, agriculture, water, and forestry, as well as examining the effects across the sectors. The State of the Climate Report provides essential inputs for Suriname to develop and update its climate change policies and targets. These policies and targets should enable an adequate mainstreaming of climate change adaptation and resilience enhancementinto day-to-day government operations. It is expected that the Report will catalyze similar efforts in the future to improve decision-making by providing science-based evidence.

South Korea’s Experience with Smart Infrastructure Services: Smart Water Management
The IDB's 2020 flagship book, “From Structures to Services,” seeks to motivate us to think about today's basic infrastructure services and how technological disruption will change the way these services will be delivered in the future. Latin America and the Caribbean (LAC) has pending challenges in relation to infrastructure services. The region needs to invest more and better. The technological revolution is one of the tools to provide a future with quality and affordable services. In this context, we decided to analyze the experience of Korea in the use of technology for the provision of services in order to be able to rescue valuable lessons for LAC. This document is 1 of 4 cases elaborated to analyze the Korean experience related to i) the policy frameworks used to manage infrastructure projects, particularly in transportation, water and sanitation, and electricity and ii) the use of technology to provide efficiency infrastructure services.

Challenges in the Growth of Fiber in Latin America and the Caribbean
In the period from 2016 to 2021, the countries of Latin America and the Caribbean (LAC) reported a four-fold increase in the number of households passed by fiber to the home (FTTH) and a rise of 10 times the number of subscribers to this technology. Estimated penetration towards the end of 2021 was 27 percent (46 million households) and is expected to reach 60 percent by 2030, when coverage will achieve the natural ceiling expected for the region of 81 percent of households. Having adequate fiber infrastructure will be key to introducing new digital technology solutions and accompanying the growth of 5G as well as the evolution of Wi-Fi 6 and 7 capable of supporting high levels of traffic and low latencies. This technological transition is taking place amidst an evolution in the connectivity infrastructure value chain, with a trend towards the vertical disintegration of traditional internet providers and towards more specialized infrastructure management, with InfraCos, NetCos, and Cloud- Cos as the necessary neutral partners of the final service providers. This paper analyzes these topics, bearing in mind the impact of digital infrastructure deployment on the digital transformation of the region's countries.
